Finance and Administration Director


CAMRIS International seeks experienced candidates to fill the position of Finance and Administration
Director for a prospective project. This is a single-award, indefinite-delivery, indefinite-quantity (IDIQ)
contract, and the position is contingent on successful award of project funding.

The position will be based in Nairobi and the position holder will be responsible for effectively meeting the
financial planning, monitoring, and reporting needs of USAID. The position holder will advise the project
staff on USAID contract requirements and provide training on financial management, record keeping,
operational systems and policies. S/he will work with the project management and technical staff to develop
and coordinate the annual work plan and budgeting process with partners and staff in compliance with
USAID regulations.

Specific Duties and Responsibilities:
􀂃 Ensure that the organization effectively meets the financial planning, monitoring, and reporting needs of
the donor.
􀂃 Advise project staff on donor contract requirements and provide training on financial management,
record keeping, operational systems and policies.
􀂃 Provide capacity building as needed in budget development and financial reporting.
􀂃 Support the financial management, administration and implementation of the project and provide
financial advice and support.
􀂃 Provide technical assistance in organizational and systems development and good governance.
􀂃 Work with the head of project and technical staff to develop and coordinate the annual work plan and
budgeting process in compliance with donor regulations.
􀂃 Supervise all aspects of agreement compliance issues including branding and marking, procurement
and property administration.
􀂃 Ensure all payments have supporting documentation. Examine supporting documents and ensure timely
payment of authorized and approved transactions.
􀂃 Ensure that settlement of invoices in respect of service and goods providers are in accordance with
existing contract.
􀂃 Maintain and update accounting records, fixed assets register in accordance with accounting policies
and procedures and donor requirements.
􀂃 Prepare and maintain the payroll and associated statutory and voluntary returns.
􀂃 Maintain safe custody of all accounting documents including cheque books, payment vouchers, PAYE,
NHIF, NSSF, Pension returns and Motor Vehicle Log books.
􀂃 Assist in ensuring that the organization and other resources are safeguarded and it does not suffer
financial loss through theft, fraud or error by maintaining strong internal systems and controls.
􀂃 Assist in ensuring compliance with security, safety and health policies and procedures.
􀂃 Assist in ensuring that financial management ICT and administration policies and procedures are
current, relevant and enforced.
􀂃 Assist in ensuring that the organization’s procurement system is managed in a prudent and effective
manner in line with donor requirements.

Experience, qualifications and key competencies:
􀂃 A bachelor’s degree in business administration, economics, accounting, finance or related field and a
CPA (K) or ACCA finalist qualification is required. A Masters degree in finance is an added advantage.
􀂃 10 years experience in a financial monitoring role with at least 6 years in the NGO environment working
with USAID funded projects,
􀂃 6 years experience in award implementation effectively managing program and donor relations is
required.
􀂃 A comprehensive knowledge of USAID rules, regulations and policies that govern management of
grants and cooperative agreements is a must.
􀂃 Knowledge of applicable US Government procurement, contracting, rules and regulations as well as
administrative policies and techniques.
􀂃 Expertise in administrative project management and training.
􀂃 High level of integrity and ability to handle assets, cash and related transactions.
􀂃 High numeracy skills and knowledge of accounting and book keeping with sound technical skills.
􀂃 Ability to maintain accounting records, analyze and prepare reports and statutory returns.
􀂃 Working knowledge of computerized accounting and other computer application packages is mandatory.
􀂃 Analytical approach to work, strong attention to detail and an investigative nature and problem-solving
skills and initiative is a must.
􀂃 Excellent oral and written communication skills.
􀂃 Good time management skills and the ability to prioritize.
􀂃 Good interpersonal skills, ability to relate with people of diverse backgrounds, lead and motivate others.
Able to work as part of a team and to build strong working relationships.
􀂃 Ability to make quick but balanced decisions.
