Base Logistician/Administrator


Action Against Hunger (ACF)-USA is part of the ACF-International Network which works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy.

ACF-USA works in natural or man made disasters which threaten food security or result in malnutrition and famine, in situations where survival depends on humanitarian aid, and in situations of social/economic breakdown, linked to internal or external circumstances which place particular groups of people in extremely vulnerable positions. ACF currently works in 43 countries and has been operating in Kenya since 2002.
ACF-USA is looking for suitable candidate for to fill the following position in Tana River;

BASE LOG/ADMINISTRATOR-TANA RIVER

Reporting to the Head of Base/WASH PM, the Base Logistician/Administrator will be in charge of the management of all the administrative aspects of base. This is an all inclusive position that ensures the overall implementation and adherence to financial and HR/Administration policies and procedures on the base. The position involves a high level of coordination with the ACF team in Tana River, other bases, Nairobi capital and with ACF beneficiaries and partners.

The Base Logistician/Administrator is a representative of Action Against Hunger-Kenya Mission, and will conduct himself in a manner that is professional and does not bring discredit to the team or organization.
Specific responsibilities will include:

 Management of the Human Resource Base through ensuring the implementation of the staff regulations; to implement all HR procedures on the base; ensure monthly payment of the staff salaries as payroll remittances; advise on staffing needs; ensure induction of the new coming staffs; ensure that each disciplinary action is justified, compliant to law and staff regulation, and validated by the Head of Base.
 Management of the finances of the base through ensuring proper implementation of ACF’s financial rules and procedures; monthly cash forecast for the base, consolidate cash forecasts, manage cash in/out and Base financial reporting; responsible for Base financial system (SAGA), for all entries, system updates, communications and end-month accountancy closures and reporting; manage contracts for fuel supply and works for base improvements; responsible for the monthly closing of books.
 Management of the base logistics in accordance with the logistics procedures and guidelines defined in the Kitlog V3.He/She will be involved with management of Logistics HR; supply chain management; equipment, inventory and fleet management as well as rehabilitation and maintenance of all structures related to the functioning of the base (i.e. programs, office, guest house, and warehouse.)
 Management of Base security by being in charge of information collection and context analysis in collaboration with the Head of Base, elaborate and submit the base security plan to the Head of Base and/or logistics coordinator for approval and follow up on the implementation of the security rules and procedures on the base.

Qualifications and Skills required
 Min. BSc degree in Business Administration, Economics, Commerce or related studies
 Excellent analytical and writing skills.
 2 years’ experience in Logistics and Administration Management.
 Good writing skills.
 Good management and representation skills.
 Familiarity with ACF and acceptance of ACF’s principles.
 Good interpersonal and communication skills
 Diplomacy
 Good stress management skills
 Good knowledge of IT applications including accounting software. Knowledge of SAGA will be an added advantage.
 Working experience in international humanitarian organization is desirable.
 High degree of motivation, results oriented with ability to multitask, work under pressure and within strict time limits
 Excellent organisation and analytical skills.
