Request for Expression of Interest for Human Resources Consultancy Services


The World Agroforestry Centre (ICRAF) and International Livestock Research Institute (ILRI) are both members of the CGIAR Consortium and headquartered in Nairobi, Kenya. CGIAR is a global agricultural research partnership for a food-secure future.  Its science is carried out by 15 research centres that are members of the CGIAR Consortium in collaboration with hundreds of partner organizations.
ILRI works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development. ILRI has campuses in Kenya (headquarters) and Ethiopia, with offices located in other regions of Africa (Mali, Mozambique, and Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, and Vietnam) and East Asia (China).

ICRAF is an independent research institution which generates science-based knowledge about the complex role trees play in agricultural landscapes and rural livelihoods. As part of the Centre’s work to bring tree-based solutions to bear on poverty and environmental problems, researchers – working in close collaboration with partners – are developing new technologies, tools and policy recommendations for increased food security and ecosystem health. Background:
ICRAF and ILRI are both headquartered in Nairobi, Kenya and employ over 500 local staff in Kenya and over 1300 staff worldwide. ICRAF and ILRI have agreed to embark on a process of harmonization of Human Resource (HR) policies and services in relation to staff management, remuneration and benefits.

Objectives and Scope of the Assignment:
The terms of reference shall be based on a comparison of the current relevant policies and practices of the two institutions with the intention of adopting best practices. These best practices will be informed by benchmarking against good practices of similar international organizations with consideration of the external funding environment, the future direction of the CGIAR and consideration of implications on other locations where the Centres engage large numbers of staff.
We are seeking the services of a consultant to provide expert opinion and recommendations on the harmonization process. The specific terms of reference for the consultant are laid out below.
1. A review and comparison of the following:
· Relevant staff policies related to compensation and benefits for Nationally Recruited Staff and Internationally Recruited Staff
· Other general staff policies including conduct and obligations etc.
· Job classification tools and job grading systems
· Performance management and staff appraisal systems
· Recognition and rewards approaches and practices
· Learning and development approaches and practices
· Staff representation and staff engagement vehicles
2. Recommend best practices for adoption by both institutions, benchmarked against practices of similar international organizations.
3. Recommend a common roll out plan
4. Recommend a change management process for the two institutions

Requests for Expression of Interest:
ICRAF & ILRI invites eligible and qualified Consultants to indicate their interest in providing these services.   The Consultant must provide information indicating that they are qualified to perform these services together with a detailed CV/Profile with specific description of similar assignments undertaken.

Qualifications of Consultants:
1.      Demonstrable experience in Strategic Human Resources Management
2.      Experience working with donor funded research institutions;
3.      Demonstrated writing and communication skills with experience in producing analytical reports, recommendations and rollout plans,
4.      A good understanding of the CGIAR
5.      Demonstrated ability to organize roundtables and consultative forums,
