Background:
The United
Nations Environment Programme (UNEP) is the United Nations systems designated
entity for addressing environmental issues at the global and regional level.
Its mandate is to coordinate the development of environmental policy consensus
by keeping the global environment under review and bringing emerging issues to
the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation
(DEPI) works with international and national partners, providing technical
assistance and advisory services for the implementation of environmental
policy, and strengthening the environmental management capacity of developing
countries and countries with economies in transition. This post is located in
the Global Environment Facility (GEF) unit under the Freshwater and Marine and
Ecosystem Branch of UNEP/DEPI in Nairobi .
The consultant will work under the general guidance of the Programme Officer in
charge GEF/UNEP Blue Forests project activities in Indonesia , and the overall
supervision of the Coordinator of Marine and Ecosystem unit.
The national
consultant would be hired by UNEP to work closely with the Indonesian
Government to assist in organizing a national inter-ministerial blue carbon
workshop bringing together the main ministerial stakeholders and in developing
a national blue carbon action plan as a product of the workshop.
Responsibilities
Summary of
principal functions:
Specifically
he/she will be required to:
a. Assist in coordinating with various
line-ministries and institutions for the establishment of National Committee on
Blue
Carbon.
b. Develop the workshop Agenda.
c. Develop the budget for the workshop.
d. Communicate with and invite national
and international speakers.
e. Develop partnership with NGOs, IGOs,
academics and Private sector to garner support and assistance for the workshop.
f. Assist in establishing a National
Committee of ministries and institutions before the workshop to ensure buy-in
into the
process.
g. Develop and produce workshop report and
Policy Brief after the workshop.
h. Develop and produce background document
of the workshop including concept notes, flyers, and /or booklets for
publication prior to workshop.
i. Attend workshop and take workshop
minutes.
j. Produce a draft blue carbon action
plan for Indonesia
in collaboration with line-ministries.
k. Propose pilot blue carbon projects that
could be linked to the GEF/UNEP Blue Forests project.
l. Perform other related duties as
required.
The blue carbon
national action plan will be important for integrating improved management of
coastal ecosystems for climate change mitigation and ecosystem services into
national policy frameworks; creating a strong political foundation for blue
carbon management in Indonesia.
Competencies:

Ability and
experience across a broad range of administrative functions, e.g., programme
database management, etc. Knowledge and application of the UN system and staff
rules and regulations. Shows pride in

Communication:
Strong
drafting ability, particularly in preparing reports that are clear, logical,
concise and intelligible; good interpersonal skills; good communication skills
and good presentation skills.

Good planning
and effective organization of own work. Resourcefulness, initiative, maturity
of judgment, ability to work independently.
Develops clear goals that are consistent with agreed strategies;
Identifies Priority activities and assignments; adjusts priorities as required.
Client Orientation:
Ability to establish and maintain
effective working relationships with partners from participating countries and
other external collaborators. Considers
all those to whom services are provided to be "clients" and seeks to
see things from clients' point of view.
Qualifications:
Advanced
university degree (Master's or equivalent) in climate change, coastal policy or
related area. A first university degree
with a combination of two years professional and academic qualifications may be
accepted in lieu of the advanced degree.
Experience:
At
least 10 years experience in coastal or climate change policy development in Indonesia . Experience with the UN is an advantage. Qualifying years of experience are calculated
following the receipt of the first level university degree recognised by the
United Nations.
Language:
English is one of the official languages of the UN Secretariat. For the post advertised, fluency in oral and
written English and Bahasa is required.
Knowledge of other official UN languages is an asset.
Other Skills:
Excellent computer skills (Microsoft office, Internet, email) are
required. Ability to use relevant
computer technology (Internet, word processing, database, statistical
spreadsheet, and presentation packages).
