Background:

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. As one of the implementing agencies of the Global Environment Facility (GEF), UNEP is supporting non-Annex I Parties meet their reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC), by providing support to these countries as they prepare their national communications (NCs) and biennial update reports (BURs). With the aim of providing high quality support to these Countries, UNEP/DTIE requires the service of a consultant to work with the Climate Change Mitigation Unit (CCMU) team in assisting eligible developing country governments prepare climate change enabling activity project documents to access and utilize GEF-5 grants for NCs and BURs preparation. This post is located in UNEP/DTIE in Nairobi, Kenya.  This position is open for a period of eight (8) months with work delivery within one year.  The remuneration is within UNEP’s consultancy fee structure.

Duties and Responsibilities:
The Consultant will under the direct supervision of the Senior Task Manager, Climate Change Enabling Activities, and overall guidance of the Senior Programme Officer, Climate Change Mitigation, support the following African Countries as follows:

1.       The identification and development of NCs and BURs project proposals
  • National Communications: Review and provide comments on 10 project documents submitted to UNEP  by Angola, Burundi, Chad,  Congo,  Lesotho, Liberia, Malawi, Mozambique, Sierra Leone and Swaziland
  • Biennial Update Reports (BURs): support 5 Countries  -  Ghana, Democratic Republic of Congo, Cote d’Ivoire, South Africa and Zimbabwe prepare, submit and review project proposals to the GEF for financing biennial update reports under GEF 5

Expected output:
  • National Communications: Ten (10) project documents reviewed and signed between UNEP and Executing Agencies
  • Biennial Update Reports (BURs): Five (5) Countries prepare and submit project proposals for their biennial update reporting for funding

2.       National Communications project implementation

Assist the following 12 African countries prepare elements of their National Communications under the UNFCCC - Guinea Bissau, Cote d’Ivoire, Democratic Republic of Congo, Lesotho, Madagascar, Mauritania, Gambia (The), Central African Republic, Cameroon, Djibouti, Equatorial Guinea and Kenya. He/she will:
  • Review project outputs, provide technical input and ensures compliance of reporting with technical and financial reporting requirement of UNEP, the GEF and the UNFCCC.
  • Assist national teams prepare Terms of References for national/regional and international  consultants to be engaged in NCs project implementation
  • Support country level project management teams in organizing national workshops and and/or sub-regional level workshops by identifying and appraising technical skill and expertise of trainers and designing the workshop agenda / course and training materials

Expected output:
  • 12 African Countries supported to complete agreed NC project activities
  • At least 3 National Communications completed and submitted to the UNFCCC

3.       Data management and knowledge enhancement on climate change enabling activities:
  • Maintains adequate project-related documentation on the 5 BUR project proposals and 10 national communications project documents as well as an up-to date status report on NCs implementation for the 12 Countries
  • Disseminate information to country teams on lessons learnt emerging from project implementation,
  • Assist Countries to obtain complete and accurate project data

Expected output:
  • Report on information on climate change enabling activities project under the consultant’s supervision prepared and disseminated as appropriate.
  • Biannual reports on UNEP’s support to non- Annex I Parties in the preparation of NCs and BURs prepared

4.       Carry out other relevant tasks as required.

Competencies:

Professionalism:  Knowledge in climate change issues in general and national communications in particular; familiarity with activities of UNFCCC and UNEP in the area of climate change.

Communication:   Should be able to speak and write clearly and effectively as well as demonstrate openness in sharing information and keeping colleagues informed of work done.

Teamwork:  Works collaboratively with colleagues to achieve organizational goals.

Planning and organization: Should demonstrate ability to develop clear goals, identify priority activities and assignments and effective use of time

Qualifications:

Education:   
Advanced university degree (Master’s degree or equivalent) in natural resources management, biological or physical sciences or environmental sciences/studies. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Experience:  
At least five years of work experience of which a minimum of two years should be at the international level.

Languages:  
English and French are the working languages of the United Nations Secretariat.  For the advertised post, fluency in oral and written English is required. Working knowledge of French is an asset.  Knowledge of another UN official language(s) is desirable.
