JOB PURPOSE

To provide technical expertise on water and sanitation to the program team in order to deliver appropriate, sustainable and environmentally friendly water and sanitation interventions that meets the needs of the beneficiaries.

DUTIES AND RSPONSIBILITIES

 Technical Support

·         Selecting, modifying or designing appropriate water and sanitation infrastructure, and suitable community based maintenance and repair systems
·         Designing and ensuring the effective community based promotion of appropriate hygiene and sanitation messages using various approaches such as PHAST, CHAST, CLTS, PHASE, SLTS etc.
·         Developing a water and sanitation implementation and monitoring plan in a participatory manner with communities targeted
·         Preparing reports in line with the reporting schedule and to donor requirements.
·         Participate in designing and implementing surveys and assessments related to the field of water and sanitation when needed
·         Mobilization of community groups & training on HHWTS & hygiene promotion activities,
·         To assist the MoPHS through the DPHO and other relevant WASH Officers at County and district level in the formation of operational networking groups at community level on Health HWTS,
·         Developing proposals and budgets for water and sanitation projects in collaboration with the project team and partners
·         Representing Mercy USA at WASH Sector coordination meetings at County and district level


PERSON SPECIFICATION

ESSENTIAL

Experience
·         A minimum of 2 years experience in rural and/or peri-urban water and sanitation projects  in developing countries and/or countries in transition
·         Experience with WASH in Emergencies
·         Experience of water supply systems: network, gravity flow, drinking water quality and treatment etc
·         Experience of ground water source development, well and borehole installation
·         Experience of project appraisal, project management, monitoring and evaluation and project impact assessment
·         Experience of working with host governments and their agents, INGOs and national NGOs an advantage
·         Experience of developing new projects, writing proposals and responding to donor requirements
·         Proven experience of managing a large workload and multiple priorities




Qualifications and Skills
·         University degree related to Public Health, Water and Sanitary Engineering, Environmental Sciences, Civil Engineering or Social Sciences
·         Training in PHAST, CHAST, PHASE and other relevant hygiene and sanitation promotion approaches is essential.
·         Technical competencies in the design of water and sanitation programmes as well as sound financial skills (e.g., budgeting)
·         Strategic thinking and management
·         Ability to work both independently, and as part of a team.
·         Ability to work on own initiative and with minimal supervision.
·         Fluency in use of auto card for design of WASH related infrastructure.
·         Computer literate with fluency of Microsoft Word, Excel, internet and email packages
·         Good communication skills
·         Report writing-ability to analyse and interpret data and write reports to a high technical standard
·         Problem solving skills
·         Proposal writing
·         Strong co-ordination and negotiation skills with stakeholders
·         Fluency in English (written and spoken)
