Accountabilities:
Under the direct supervision of the Head of Sub Office, overall guidance of the Field Security Officer in Nairobi, the duties and responsibilities will include:
Perform routine investigations or security assessments to ensure the safety of field staff to access or return to a location where actual or suspected security concerns exist.
Plan and formulate sound and effective systems and procedures in order to strengthen the safety and security of staff, property and goods in the field offices.
Enforce procedures for WFP vehicle movement and advise on necessary actions, equipment and accessories required to enhance the safety and well being of staff in the field;
Provide a weekly update on the number of UN staff stationed in the Area of Responsibility (AOR) and who would require evacuation in case of an emergency.
Prepare on own initiative correspondence, reports/evaluations and justifications as required on general security matters and specialized tasks within the assigned area of responsibility, such as the monthly security report/sitrep, for submission to the Nairobi Security Unit;
Enforce procedures and advise staff on measures, which would help reduce risks associated with travelling by road in the area of operation.
Liaise and arrange with local authorities for the safe movement of Field staff, equipment and goods within the areas of operations and coordinate armed escort as required;
Define operational procedures to be followed by both the escort and UN personnel in the event of a vehicle breakdown, puncture, accident, ambush or any other emergency that may arise.
Develop and maintain good working relations with the civil authorities and civic leaders in WFP Operational areas so as to prevent or resolve any social conflict/tension that may arise between Field staff and local population;
Liaise with the local and regional police and administration personnel on regional security issues
Ensure good working relationship with all local and regional actors so as to accumulate a broad spectrum of information;
Establish and utilize local knowledge and contacts to identify current and potential security problems, and take initiatives to address the problems foreseen, forewarn staff members of any impending security difficulties and take other security steps required;
Prepare Emergency and Evacuation Plans for the base location and ensure the plans are workable and run through it with the staff
Ensure that all communications operating procedures are adhered to by all staff in the field;
Brief UN missions and other Missions travelling through AOR on the state of security situation in the region, upon request for advice/
assistance.
Maintain a security-training programme for the locally recruited security guards.
Ensure that guards attached to WFP Field Office are well supervised and they perform their duties well;
Assist in organizing workshops to improve the staff security awareness in the field, offices and other operational areas
Treat all matters relating to staff security as strictly confidential, and only relate such matters to those who are concerned;
Perform any other duties as required.
Qualifications, Experience, Critical Success Factors and Language:
Secondary school education supplemented by courses/diploma in security training and/or certified graduation from military/police academy.
Four years of security experience within a national/military police or a private security company. Background directly related with security issues (e.g. in military, police, etc).
Good political and social knowledge of Kenya and overall knowledge of the various regions of Kenya.
Training and/or practical experience in maintaining electronic security databases, using standard computer applications and operation of the automated alarm and video surveillance systems. Knowledge, ability and willingness to operate metal detectors and other security equipment.
High sense of responsibility; alertness; physical fitness on duty; emotional stability and neatness; excellent knowledge of the location of WFP Kenya Country Offices and key personnel.
Ability to detect and identify dangerous objects and knowledge of how to deal with such objects;
Ability to remain calm in an emergency situation;
Ability to communicate effectively both orally and in writing in English and Kiswahili and to provide instructions clearly and concisely
High sense of confidentiality, initiative and good judgement.
