TERMS OF REFERENCE FOR THE YOUTH ELECTORAL STUDY (YES)
BACKGROUND
The Youth Agenda (YAA) is a premier youth organization that works towards a ‘just, equitable and progressive society in which young people fully enjoy social, economic and political rights and opportunities’. This vision is grounded in the belief that it is possible to realize a globally competitive and prosperous nation with a high quality of life in the near future, as envisaged by Kenya’s Vision 2030. One of our core mandates is to facilitate technical and legislative support to youth and those in leadership positions, in parliament, government and devolved units.
Through the support of UNDP, Amkeni Wakenya and UNV under the Democratic Governance Thematic Trust Fund, the Youth Agenda is implementing the Get Informed, Get Involved Project (enhancing the role of the youth in political processes for peace and development) that seeks to get the youth informed, involved and actively participate in electoral and political party processes. A key strategy in this project is the generation and documentation of youth representation and participation during the pre and post election period.
SCOPE OF THE ASSESSMENT
The Youth Agenda seeks to undertake the Youth Electoral Study (YES) to ascertain the degree to which Kenyan youth engaged with the political system and electoral process leading to the March 2013 General Elections and more so the reasons why they participated in these processes or not. In essence, the assignment will cover the statistics on youth representation and participation, but lay more emphasis on the motivation and anecdote behind their representation/participation or lack thereof in the last general elections.
MAIN TASKS OF CONSULTANCY
The consultant will work in conjunction with the Program Manager in charge of the Initiative and the Chief Executive Officer to finalise the design and inception plan for the study.
The consultant is expected to undertake the following tasks:
1. Develop an inception report, detailing the methodology, survey instruments, work plan schedule and budget to carry out the assignment;
2. Develop a sampling design and data collection & management tool that is standardized;
3. Co-ordinate collection of data, and its entry into a suitable platform for analysis;
4. Analyse and interpret the findings;
5. Develop and submit the draft assessment report including the detailed methodology, specific findings, providing key recommendations for implementation;
6. Facilitate peer review and validation meetings to review the draft report with the relevant key stakeholders; and
7. Incorporate the additional comments from the validation meeting and finalise the final
assessment report.
EXPECTED DELIVERABLES
The consultant shall be required to submit:
1. Inception report detailing the evaluation design, methodology, tools, work plan and budget;
2. Data collection tools;
3. Draft and final assessment reports; and
4. Copies of original and cleaned data sets.
DURATION OF THE ASSIGNMENT
The estimated time period of execution is 30 days from signing the contract.
QUALIFICATIONS
The consultant shall possess the required experience that shall comprise, but is not limited to, the following skills and capabilities:
Post-graduate qualifications in law, political science or any other social science field;
Demonstrated knowledge of the governance sector and political processes in Kenya;
Experience in conducting baseline studies/ surveys/ assessments with multiple components;
Excellent data analysis and interpretation skills;
Demonstrated high level of professionalism and an ability to work independently and in highpressure
situations under tight deadlines; and
Excellent data analysis and interpretation skills.
