Background
Uwezo seeks to improve children’s learning in East Africa through public engagement. Its work involves undertaking large scale household based assessments of numeracy and literacy of children aged 6-16 years, communicating the results widely and imaginatively, and using them to trigger broad public action to hold governments to account and improve learning.

Overall Responsibility:
You will support the Country Offices and offer quality assurance and design advise for the whole process of sampling, survey design, data collection, processing, organisation and analysis. You will undertake further analysis and derive data for the thematic reports and policy papers. You will take overall charge of the data sets, ensuring they are easily accessed.

Specific Responsibilities
1.       Supporting the Uwezo national teams on sampling, survey design, quality of research implementation, data processing, analyses, preparation of the national descriptive reports and communication of the data. You will advise on the various parts of Uwezo data process; provide quality assurance as required and identify existing bottlenecks or inefficiencies.
2.       Undertaking Empirical analysis out of the collected data to compare results for the three countries. You prepare/write accessible policy briefs out of the analyses which are widely communicated. Based on the briefs, and jointly with the Uwezo Regional Manager and country coordinators, the researcher engages a policy dialogue with key actors on the situation and how to improve learning.
3.       Overseeing the Uwezo data centre. You will have overall responsibility of the Uwezo data centre and ensure that the data entry and cleaning processes are well executed.
4.       Responding to data requests from students, researchers and organizations. You will respond, in a timely manner, to persons interested in Uwezo data. You will ensure that Uwezo data in the public domain, is accessible, and in the right formats. You will seek pathways of ensuring wider use of the data sets.
5.       Providing quality assurance to Uwezo Country offices. You will ensure that the country offices adhere to the research protocols and Uwezo standards.

General Responsibilities
1.       Support management in communication and representation needs as needed.
2.       Participate in the Uwezo processes (training, assessment);
3.       Undertake the activities above in line with the associated budgets and with work plans, in ways that are consistent with Twaweza  policies;
4.       Prepare and submit quality and timely plans, budgets and reports ;
5.       Keep abreast of new ideas and materials in the area of organizational learning, M&E and communications ;
6.       Participate in meetings and sessions as needed;
7.       Undertake any other lawful tasks as may be assigned by your manager or the Head of Twaweza

Qualifications, Education, skills and experience
Uwezo is looking for an individual who identifies with Uwezo’s objective and approach and who is motivated to help Uwezo succeed in its mission. In addition Uwezo is looking for an individual who has:
1.       A masters  or PhD degree in economics or social sciences;
2.       Extensive knowledge of micro-data and empirical analyses (including packages such as  STATA or SPSS), evidenced, preferably by publications in refereed journals and/or books, reports or brochures;
3.       Good grasp of and experience with practicalities of implementing household surveys;
4.       Able to design, oversee and lead the implementation and analysis of household surveys / randomized experiments;
5.       Able to carry out original analyses using large micro-data sets;
6.       Can write well, in English and (preferably) in Kiswahili;
7.       Able to present complicated arguments in understandable, accessible and compelling language, using accessible graphics to support the argument;
8.       A team player who is able to work independently and deliver quality outputs with minimum of supervision;
9.       Understands the ongoing policy debate and is able to respond to it and design information products around it.
10.   Has a good academic network and is able to interest other researchers to use the Uwezo set up to carry out randomized experiments.
