The successful candidate will be offered a Temporary Appointment for 364 days
Purpose of the Post
Under general supervision of the Health Specialist, responsible for the formulation, design, planning, implementing, monitoring and evaluation of HIV project(s) to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives.

Major duties and responsibilities:
1. Support the availability of accurate, complete and up-to-date information required for effective HIV&AIDS programme and project design, implementation, management, monitoring and evaluation.
2. Enhance project efficiency and effectiveness through implementation follow-on, including gender-specific monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and HIV&AIDS project status.
3. Analyze collected data and information and prepare and assist partners to prepare progress reports; draft changes in HIV&AIDS project work plans and assist in identification of required supplies and equipment as well as in the drafting of Country Programme Recommendations and other project documentation, using agreed-upon gender and equity related indicators where needed; assure accuracy and consistency with established rules, regulations and plans of action.
4. Ensure the effective communication and networking developed and maintained through
partnership and collaboration. Work closely with Puntland AIDS Commissions, Ministry of
Health, UN agencies, international and National NGOs on the HIV response in Puntland.
5. Collaborate with Operations staff to implement internal controls systems and resolve day-to- day
issues or discrepancies in financial or supply management. Work with partners on HIV&AIDS
issues. Give advance warning of any potential drug stock outs or shortages.
6. Collaborate with members of the development community, including NGOs, UN and bilateral
agencies in the exchange of information relating to HIV sector.
7. Ensure the appropriateness of financial, administrative and supply documentation; verify
that HIV/AIDS project expenditures are within allotments and that data is consistent with
the project information and database (e.g., FLS, Vision). Follow up on queries or initiate
corrective action on discrepancies.
8. Engage in monitoring and evaluation, working with the Puntland AIDS Commission,
partners and Ministry of Health and assist with trouble shooting and addressing
challenges that arise.
9. Assist in the organization of workshops, monitoring and evaluation visits, on-site data
verification, and other matters related to HIV in Puntland.

Qualifications, Experience and competencies
 University degree in one of the disciplines relevant to the following areas: Public Health or other
relevant discipline(s).
 Two years of relevant professional work experience.
 Experience in knowledge management
 Training and experience in HIV&AIDS
 Experience in monitoring gender disparities and programme interventions that reduce these
disparities
 Knowledge of global HIV/AIDS issues, specifically relating to children and women
 Fluency in English and Somali languages (oral and written) required.
