Background;

Action Africa Help International (AAH-I) is an INGO currently Implementing Primary Health Care (PHC) services in South Sudan, Uganda, Kenya, Somalia and Zambia among other programs supporting up-to 90 health facilities inclusive of Maridi hospital.

AAH-I has been authorized by EED and USAID-ISDP to implement a Regional Primary Healthcare Programme (PHC) in three areas of Ibba, Mundri and Maridi of Western Equatoria State and Central Equatoria States in the Republic of South Sudan. In order to achieve the stated goal, AAH-I south Sudan Programme seeks to recruit qualified and competent South Sudanese nationals to fill the under listed vacant position:

1.          Position: PHC/ PMTCT M&E officer
        Number of post: 01
        Location: Maridi

Duty Station:           Maridi with frequent travels to the other counties.

Job Summary:       
The PHC Monitoring and Evaluation Supervisor position involves data quality control, including editing and reviewing data input and output, maintaining proper source documentation, and data analysis in order to strengthen program implementation and to ensure accurate reporting across all PHC service programs in the region.

Key Duties and Responsibilities
1. Data analysis:
Ensure that M&E reports provided by M&E Officers of the PHC programmes in the region are timely, accurate and complete.
2. Data consolidation and reporting
Has an oversight responsibility to ensure consolidation of data collected from regional health facilities and full compliance with donor contractual requirements for M&E reporting.  
3. Coordination
Coordinates activities of all M&E officers at regional level (Ibba, Maridi and Mundri); and assists in reporting and communications on M&E activities at regional level.

Specific roles/duties:
  • Work with Project Managers and Regional PHC Team Leader to design and maintain appropriate and easy to use data-collection and data-entry tools.
  • Prepare and facilitate trainings for data collection staff on tools and data collection techniques in collaboration with Project Managers and Regional PHC Team Leader.
  • Monitor data flow procedures and coordinate data-cleaning, data-collection, entry, and analysis to ensure timely reporting and meeting of deadlines.
  • Collect, review and file source documentation from all programs in a centralized location, and on a regular basis including the design and maintenance of a proper filing system.
  • Perform regular data quality audits and quality assurance processes, provide recommendations on how to improve overall data quality, and give feedback to field staff and program managers. Work closely with M&E Officers and Project Managers and Regional PHC Team Leader to analyze data collected in order to understand how program implementation is progressing, and to offer suggestions on how to ensure programs achieve strong results and meet targets.
  • Share data-analysis results and finalized donor reports with relevant staff, including field-based staff, to ensure that they are regularly updated on program achievements and progress.
  • Supervise data-entry staff. This includes monitoring and coordinating time schedules, developing work-plans with relevant staff, and building capacity to maximize productivity.
  • Provide support to M&E officers in field sites including travelling to provide supervision of monitoring activities and assuring timely and accurate reporting.
  • Where relevant, work with partners to build capacity on data collection in the field, data-entry and reporting.
  • Help with data entry for relevant programs.
  • Present research findings and M&E results to Project Managers and Regional PHC Team Leader and other stakeholders as needed.
  • Maintain regular communication with identified counterparts at Ministry of Health (state and county levels) as indicated by the Regional PHC Team Leader.
  • Represent the Research and M&E Department at stakeholder forums (such as the M&E Technical Working Group) for the region.
  • Work alongside the Research and Project Managers and Regional PHC Team Leader to deliver the recruitment and training of M&E field officers.
  • Provide administrative support for the M&E Department in the region.
  • Support proposal development for new research and monitoring initiatives alongside Project Managers and Regional PHC Team Leader.
  • Perform any other related duties that may be assigned by the Regional PHC Team Leader.

Required Qualification:
·        Bachelor degree/ Diplomla in health management related field and/or an equivalent qualification is desired.
·        At least 1-3 years experience in a similar or higher position,
·        Community mobilization skills
·        Good facilitation skills
·        Computer skills of MS word, Excel and Power point
