Medecins Sans Frontieres Belgium is looking to fill the position of a Project HR Manager (Kibera) for our Kenya mission, based in Nairobi County. The successful candidate will be under the direct supervision of the Field Coordinator with technical support/ supervision from the HR & Administration Coordinator.

Objective of the Position:
·         Ensure HR/ administration policies are available, implemented and safe-guarded accordingly in the project office and the clinics
·         Optimal HR support is given to the project, within the scope of the project and as requested by the FieldCo and/ or the HR/AdminCo
·         Assist in the HR planning/ communication/ preparation, for the ongoing handover process expected to be completed in 2017
·         Ensure necessary inputs are provided in the ARO process for the HR matrix and maintain a continuous follow up of the same during the year to ensure that adequate staffing is done and budgets complied with
·         Work in close collaboration with the Project Fin/ Admin to provide necessary inputs for the budgets
·         Support the Nurses In Charge and/or other supervisors on HR related supervision of staff working in the clinics

Tasks & Responsibilities:
S/he will perform the following main tasks, among others:-
·         Be the focal point for all expat related policies regarding the mission (leave policy, taxi/ transport policy, reimbursement of house costs, EoM, trainings, etc.)
·         Organize the recruitment for new position(s), in collaboration with respective project department
·         Follow up on annual leave planning, duty roster, overtime, clocking in / out sheets, daily worker, staff evaluations, training plans, etc, in collaboration with the respective supervisors
·         Regular and monthly encoding and updating of HOMERE database with necessary information relating to staff management (contracts, dependants, skills, leaves, evaluations, trainings, etc.)
·         Process monthly salaries, salary advances and MoH incentives, while ensuring that all relevant payroll inputs (overtime, bank/ sacco deductions, Helb, etc.) are captured, in collaboration with the mission’s Homere referent, where necessary.
·         Link and follow-up with DMoH for secondment of any HR issues, required additional MoH staff, etc.
·         Be the focal contact person with the SGBV lawyer(s) and give any support that may be required.
·         Participate in HR analysis/ needs during ARO/ Budget process.

Qualifications & Requirements:
Experienced Human Resources Officer, with strong management skills. Training & legal skills experience is an advantage.

Experience: Working experience of at least 3 years in a HR capacity in MSF/ INGO.

Skills/ Competences: Ability to coach staff, diplomatic, cultural sensitive, extremely patient; proactive, attentive to details, organized; ability to maintain confidentiality

Strengths required: analytic capacities, sound financial understanding, autonomous, flexible and a good team-player

Language: Proficiency in written and oral English & Swahili.
