Under the overall supervision of the Officer in Charge (O.I.C.) FAO
Somalia and the direct supervision of the head of the Cash for Work Unit, the
Agriculture engineer will provide technical support in the implementation of
the field programme at the country office level. In particular to:
·
Assist to identify infrastructures (canals, water
catchments and feeder roads) to be rehabilitated as well as identifying
structures and facilities that require maintenances and services.
·
Assist in CFW activities by providing technical
support on rehabilitation of canals, water catchments, feeder roads and any
related activities.
·
Review CFW reports and gives continuous feedback.
·
Participate in design and advice on design and
feasibility and baseline studies on infrastructures (irrigation canals and
associated structures, water catchments,
feeder roads, water pump sets and market sheds/stores) to be
rehabilitated/ serviced.
·
Prepare and advice on preparation of bill of
quantities and costs estimates for infrastructure identified for
construction/rehabilitation.
·
Participate in preparation of tender documents,
evaluation of tenders for infrastructures to be implemented and studies to be
undertaken
·
Supervise construction/rehabilitation works as well as
feasibility/baseline studies, check and approve reports on the construction/
rehabilitation works as well as the studies and prepare recommendations for
payments.
·
Prepare, advice on preparation of training packages
and undertake/ supervise training on irrigation water use, operations,
maintenance and management of related infrastructures and
formation/strengthening of water users committees.
·
Prepare project related reports.
·
Any other duty as assigned by the Supervisors.
Key Performance indicators
·
Contribution to the technical and
programmatic support to project teams based in both in Somalia and Nairobi.
·
All agriculture infrastructure/engineering plans are in place.
·
All LoAs, PRs and BoQs
requests/actions were delivered.
·
Provides technical guidance to the agric sector.
·
Prepare monthly report
Minimum
requirements:
·
Advanced degree in Agricultural engineering, or equivalent
specializing in irrigation and drainage from a recognized university.
·
Have a minimum of 10 years of proven experience in
identification, feasibility studies, design and construction/rehabilitation of
irrigation canals, small water reservoirs/water catchments, feeder roads,
irrigation pump sets and market sheds/stores.
·
Should have
worked on at least five projects covering feasibility studies, design and construction
/rehabilitation of irrigation projects and other farm structures.
·
Knowledge and
proven experience on training and establishment of water users committees.
·
Those with
knowledge and experience on soil and water conservation and management as well as
environmental impacts assessments and management shall have an added advantage.
·
Good command both written and spoken of English language.

Criteria
- Relevance and level of academic qualifications;.
- Technical experience in programme/project
management/implementation/infrastructure
- Ability to communicate clearly and concisely both
orally and in writing;
- Ability to identify and resolve problems
expeditiously and pragmatically;
- Tact, initiative and sound judgment;
- Knowledge of and/or experience with the UN
system;
