Program Officer – Two (2) Positions


Planned Parenthood Global (PP Global) is the international division of Planned Parenthood Federation of America (PPFA), an international nongovernmental organization working in the field of sexual and reproductive health and rights.

The Africa Regional Office of PP Global seeks to recruit two full-time Program Officers to be based in the Africa Regional Office in Nairobi, Kenya. Under the direction of a Senior Program Officer, the Program Officers will facilitate the development, and implementation of advocacy projects to ensure PPFA partner organizations (partners) can carry out their respective missions. The position is for two years and may be extended depending on availability of funds.

Primary Duties and Responsibilities
1. Works with implementing partner organizations (partners) in Kenya to develop project implementation plans and budgets.
2. Works with partners to identify training and technical assistance (TA) needs, and tailor training and TA to ensure programmatic, organizational and financial strengthening. As needed, coordinates with PPFA regional and head quarters (HQ) staff, national and international agencies, and consultants to provide specialized training and TA.
3. Works with partners to develop and implement project monitoring and evaluation (M&E) plans and tools.
4. Monitors programmatic and financial performance of assigned projects through site visits, review and analysis of programmatic and financial reports.
5. Works with PPFA regional and HQ staff on country, regional and division level M&E projects.
6. Writes program reports and collaborates with regional and HQ staff to write proposals.
7. Writes articles and abstracts for publication and presents at conferences
8. Provides orientation to new staff in both the office and the field in PPFA systems and procedures and collaborates with other regional staff for backstopping and other technical support of projects.
9. Stays updated on service delivery and advocacy issues relevant to PPFA’s projects.
10. Completes special projects as assigned and required.

Qualifications and Experience
Education: Master’s degree or advanced degree in public health, sociology, anthropology, international development, or related field plus a minimum of three years work experience; or currently enrolled in the final term of a master’s degree program in public health or related field plus a minimum of five years of work experience in public health, international development or a related field.

Experience: Three to five years of experience in sexual and reproductive health service delivery project planning, implementation, monitoring and evaluation, and working with programs to identify and address training and technical assistance needs. Preference will be given to candidates with NGO experience and experience working in multi-sector programs. Experience working with central and decentralized government structures in Kenya will be an added advantage.

Skills or Related Knowledge: Ability to work independently and as a member of a team. Ability to synthesize information and generate persuasive and clear verbal and written communications; strong time management skills and the ability to multitask and meet deadlines with a keen attention to detail and follow through; self-directed; and able to anticipate, prioritize and manage tasks.

Excellent written and oral English communication skills. Must demonstrate good interpersonal and negotiation skills, in addition to ability to work autonomously, using good decision making and computer skills (word processing, spreadsheet and statistical analysis applications). Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities, and cultural sensitivity is imperative. Strong knowledge of reproductive health and rights issue

Other Requirement: Ability to travel a minimum of 35% of time within the country.
