Senior Program Officer, Advocacy/Policy


Planned Parenthood Global is the international division of Planned Parenthood Federation of America (PPFA), an international nongovernmental organization working in the field of sexual and reproductive health and rights (SRHR).

The Africa Regional Office of PP Global seeks to recruit a full time Senior Program Officer, Advocacy/Policy to be based in the Africa Regional Office in Nairobi, Kenya. Reporting to the Regional Director, the Senior Program Officer, Advocacy/Policy will provide overall leadership and guidance to partners in the development, design and implementation of effective advocacy strategies; the creation of an enabling environment that promotes access to sexual and reproductive health and rights.

Primary Duties and Responsibilities
• In collaboration with others lead in the development of a cohesive, proactive ARO advocacy strategy that incorporates short and long-term policy objectives based on the current political and SRHR context of focus countries in ARO.
• Provides technical assistance to partners on advocacy for sexual and reproductive rights and creating an enabling environment for access to services
• Provides regular analysis of advocacy strategies and activities to ensure relevance and effectiveness.
• Provides program monitoring through reports and on-site visits, analysis of financial reports, tracking of project progress, and ongoing communication with partners.
• In collaboration with M&E Officer works with partners to develop and implement evaluation plans including systems and tools to collect and analyze data, and write evaluation reports.
• Serves as one of ARO liaison with government and non-governmental agencies, donors and other stakeholders on advocacy issues.
• Collaborate with the Washington-based advocacy team on complementary activities as they relate to the region.
• Collaborate with others to identify opportunities for new projects and develop new project proposals.
• Identify, develop, adapt and facilitate training and technical support in SRHR to partners including some specialized technical training.
• In collaboration with others, prepare reports, including donor reports, concept papers and proposals.
• Writes articles and abstracts for publication and presentation at conferences
• Collaborates with the SPO Communications and Proposal Development to effectively develop and implement program communications strategies to increase support and visibility from key audiences.
• Completes special projects as assigned and required.

Qualifications and Experience
Education: Law degree and advanced degree in international human rights and women’s rights; policy, or international development.
Experience: At least seven years as a manager working on legal or human rights or reproductive health and rights strategies.
Skills or Related Knowledge: Ability to work independently and as a member of a team. Ability to synthesize information and generate persuasive and clear verbal and written communications; Strong time management skills and the ability to multitask and meet deadlines with a keen attention to detail and follow through. Self-directed able to anticipate, prioritize and manage tasks.

Effective public speaking skills, and excellent writing skills in English, are required. Must be able to represent PP Global in a culturally competent manner. Must demonstrate good interpersonal and negotiation skills, in addition to ability to work autonomously, using good decision making and computer skills. Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities, and cultural sensitivity is imperative. Knowledge of reproductive health issues and/or community development, specifically in developing countries, is required. Knowledge of diverse groups, working with a multicultural workforce, and sensitivity and appreciation to cultural differences is required.
Other Requirement: Ability to travel a minimum of 35% of time.
