Background
In 2012, Kenya was selected as a pilot country for mainstreaming WFP’s new protection policy. As part of this mainstreaming initiative, in 2013:
 gender and protection training was rolled out to all WFP staff as well as partners and government counterparts in the field,
 a network of PSEA focal points was selected and trained, and draft guidelines for handling SEA complaints were developed,
 projects were reviewed and recommendations made to strengthen them in relation to gender and protection,
 the gender marker was applied during the development of the new CP, and the project successfully achieved the required 2A, and
 a complaints and feedback mechanism was launched, tested, and scale up was started.
In 2014, WFP will continue to mainstream protection, in particular by ensuring that new projects going to the board achieve the required gender marker grade, the continued roll-out of the complaints and feedback mechanism is well-supported, and gender, protection, and human rights are integrated into programmes.

Major Duties and Responsibilities:
1. Supporting implementation of WFP’s Humanitarian Protection policy in accordance with the strategies and priorities set by the country office. Including specifically:
2. Supervising the roll-out and operation of the complaints and feedback mechanism, including by:
 Designing and implementing communication materials through radio, posters, leaflets, etc.
 Training WFP and CP field staff on communication messages, procedures and development and implementation of roll-out plans.
 Ensuring standard operating procedures are followed, and the network of complaints focal points is kept updated and well-supported with tools and advice.
 Supervising the work of the hotline operators.
 Monitoring and reporting progress.
3. Providing technical support across programmes on gender, informed by the WFP Gender Mainstreaming Accountability Framework (GMAF). Providing technical support for the application of the IASC Gender Marker and the application of the WFP Gender Mainstreaming Application Framework and, more specifically, ensuring new projects going to the board achieve the required gender marker grade.
4. Assisting in coordination and support of capacity building initiatives to increase the capacity of the WFP and cooperating partner staff on gender and protection mainstreaming.
5. Representing the country office in gender, protection, and human rights for a, and coordinating with gender, protection and food assistance partner organisations in matters related to gender and protection.
6. Ensuring all newly recruited staff are trained and understand WFP’s Gender, Protection, and PSEA policies/SG Bulletin.
7. Disseminating information and publications on gender and protection related information.
8. Any other duties as required.

Qualifications, Experience and Critical Success Factors:
 Education: Secondary school education, preferably supplemented by courses in a field related to WFP programmatic activities.
 Experience: At least five years of progressively responsible experience, of which at least one year was closely related to programme functions. Direct experience implementing protection and gender initiatives in food assistance programmes.
 Knowledge: Understanding of WFP’s gender and protection policies (and gender and protection concepts more generally) and how they can be applied in WFP’s operations in Kenya.
 Skills: Proficiency using Microsoft Office products.
 Critical Success Factors: Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.
 Language: Excellent written and spoken English and Kiswahili
