Programme Development & Communications Manager

GOAL has been operational in Kenya since 1995 when it sought to address the needs of vulnerable children living in Nairobi’s informal settlements. Since then, the focus on empowering and protecting the most vulnerablehas been an integral part of our programme. Since its inception GOAL has worked across Kenya in the child protection, shelter, education, health, HIV, and water, sanitation and hygiene sectors.
GOAL has also responded to the many emergencies that have affected Kenya over the last 20 years, including the influx of refugees from surrounding conflicts, internally displaced persons from the 2007 / 2008 post-election violence, the drought in the Horn of Africa and recurring urban crises in Nairobi’s informal settlements.
GOAL’s current programme implements activities in Nairobi and Marsabit in 4 key programme areas, namely: (a)health(community health, HIV, and Water, Sanitation and Hygiene), (b) protection and empowerment(education and support to schools, and social and economic support to extremely vulnerable children and youth), (c) livelihoods(vocational training and market support) and (d) emergency response and risk reduction.
Job Purpose:
The purpose of this role is to strengthen GK’s capacity to secure new business through effectively researching and identifying new funding streams, ensuring high-quality, on-time reporting on existing funds, and promoting the GOAL brand in an effective and professional manner. The holder of this role works in close collaboration with the GK SMT and HQ office staff, in particular with Desk Officer, Media department and Business Development Unit.
Main duties and responsibilities:
Business Development & Proposal Submission
  • Ensure familiarity with GOAL’s strategic objectives, rules and procedures to ensure compliance, as well as ensuring compliance with relevant donor requirements
  • Research new programme and funding opportunities in line with the GOAL Kenya country strategic plan, including liaising with other INGOs, government ministries, UN Agencies, bilateral donors and private foundations and businesses to maintain current knowledge of the donor environment and ‘map’ funding opportunities for GOAL’s programmes in Kenya.
  • Assist in the strategic design and development of proposals, reports and communications in collaboration with the Country Director, ACD-Programmes, M&E Coordinator, programme managers, and other GOAL Kenya staff.
  • Coordinate the proposal development process, working with Proposal Development Teams to develop project work plans, with detailed activities and schedules while ensuring that schedules are adhered to
  • Review competitive proposals for adherence to all solicitation requirements;
  • Develop and maintain new and innovative partnerships which have the potential to provide significant financial resources for GOAL Kenya’s programme.
  • Contribute to diversifying GOAL Kenya’s donor base and agile use of different funding mechanisms, in coordination with the ACD-Programmes, sector coordinators, M&E team and Desk Officer.
  • In collaboration with the CD, explore opportunities and make recommendations on other non-grant forms of funding i.e. venture philanthropy, etc.
  • Conduct research, donor intelligence gathering, trends analysis and information sharing to facilitate engagement with institutional donors
  • Work with the programme sector coordinators to identify programming ideas and areas of technical excellence with which GOAL can cultivate donor interest
  • In collaboration with the CD, identify non-traditional and private sector partners for strategic engagement
Grant Management & Reporting
  • In coordination with the ACDP, ensure high quality, on time submission of donor reports in collaboration with relevant programme team, ACDP, Finance and DO.
  • Ensure accurate filing and maintenance of all grant files in both hard and soft copy.
  • Coordinate and collate the monthly programme report, verifying information with sector leads, in a timely fashion. Induct new staff to the reporting process.
  • Complete the grant report and proposal tracking sections of monthly report.
  • Develop and maintain a donor reporting calendar to ensure timely delivery of quality donor reports.
  • Provide support to Programme Managers by participating in strategy design, grants opening and grant closing meetings, disseminating grants documents, and responding to information requests from the field and other partners in-country.
Communications
  • Develop and implement GOAL Kenya’s Communications Strategy and Branding and Visibility Guidelines, ensuring GK staff abide by and support the implementation of the strategy and guidelines.
  • Build the capacity of GOAL Kenya and partner staff in the collection of beneficiary stories, taking photos and other marketing or promotional activities
  • Lead the design of promotional materials (newsletters, brochures, marketing materials, etc.) in line with Head Office guidelines.
  • With the final approval of the Country Director, be a point of contact for GOAL’s media team in HO. Help the HO media team to encourage staff to write blogs, take photographs and shoot video footage, as outlined in GOAL’s Media Guidelines, and to collate all blogs, images and footage and share with the media team in HO.
  • Help to notify the HO Media team of any potential news stories and help gather news items on GOAL Kenya’s programmes.
  • Proactively provide information on potential news stories and news items related to GOAL Kenya’s programme through various means and distribution tactics
  • Conduct research for programme support as necessary.
  • Any other duties as outlined by the line manager or Country Director.
Person specification:
  • Bachelor’s degree in public health, development, humanitarian aid, international law, social sciences, communications or another relevant field; Masters preferred;
  • At least two years’ experience in proposal development, logical framework development and donor reporting (ECHO, DFID, USAID, OFDA, etc.);
  • Experience of working with INGOs in a similar capacity providing programme/ communication/ information management support to humanitarian programmes;
  • Varied sectoral experience, with an understanding of development programming, including WASH, livelihoods, health, gender and child protection;
  • Excellent analytical and writing skills in English;
  • Ability to work under pressure, with tight deadlines, and prioritise workload according to the changing needs of the programme;
  • Excellent organisational skills, ability to determine priorities and attention to detail;
  • Good interpersonal skills and commitment to capacity building;
  • Enthusiastic, flexible and with excellent interpersonal and teamwork skills;
  • High knowledge and practice with Word, Excel, Outlook, Publisher, and other Microsoft programmes
