Position title: Project Officer
Reports to: Project Manager

Background: I Choose Life – Africa (ICL) is one of the leading Non-Governmental Organizations that has contributed greatly to Sexual Reproductive Health efforts among the youth in Kenya today. The organization works closely with the government, universities, communities and has programs in over 210 institutions (tertiary institutions and high schools) across 16 Counties in Kenya and reaches over 1 million youth annually with behavior change communication messages.

ICL's mission is to create a movement of individuals that enhance the quality of life for communities through Health initiatives, Economic empowerment, Academic & career mentoring, improved Leadership & governance and Institutional Strengthening (HEAL&I).

Job purpose
To contribute towards a sustained change in sexual behavior of students at High schools through training, outreach and behavioural intervention. In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030

Key responsibility

1. Coordinate project leadership and governance activities
a) Collect and consolidate data on different sectors per county to inform decision making
b) Institutional Strengthening for the county government
c) Assist counties and wards develop strategic plans
d) Develop monitoring plan and implementation matrix for the ward strategic plans
e) Organize meetings with county stakeholders as required
f) Organize citizen participation fora within specified counties
g) Train participants on leadership and governance

2. Resource Mobilization
a) Participate in resource mobilization meetings and activities towards implementation of county strategic plans
b) Research new funding opportunities and donor priorities
c) Consolidate information on current and potential donors for the project working with the Resource Mobilization team
d) Review requests for proposals or applications with the RM team and advise on feasibility of the program
e) Directly contribute towards proposal development by writing, reviewing and submitting proposals while maintaining high quality documentation of proposals
f) Provide practical support to the project team in proposal development by giving substantive input on proposals

3. Project planning, design and implementation
a. Participate in reviewing the goals and objectives as set out in the funded proposal
b. Participate in project planning process including creating Project, Resource, Financial, Quality, Risk and Reporting plans
c. Ensure effective utilization of project resources including budget control and value for money
d. Develop quality plans to ensure the project meets the intended objectives
a. Carry out trainings of the different target groups;
b. Assist the coordination all project activities including preparation of work plans
c. Plan and conduct regular outreach and other thematic activities with Specific SRH messages.
d. Utilize online social networks, bulk text messages and the ICL website to communicate SRH messages.
e. In collaboration with the M&E Officer and/or Project Accountant collate data on project activities and prepare either Financial or M& E reports.
f. Create partnerships within the project sites for the attainment of project goals.
g. Ensures project documents are complete, current, and stored appropriately

4. Other Duties
a. Any other duties assigned by the supervisor
Knowledge and skills
a. Good public relation with county government and general public
b. Communication and resource mobilization skills are highly desirable
c. Be an excellent facilitator and have the ability to create partnerships within the project area
d. Experience in implementing multiple donor funded projects is highly desirable
e. Knowledge on programming highly desirable
f. Excellent written and verbal communication skills in English, a keen eye for details, good presentation and interpersonal skills and excellent report writing skills
g. People management skills as well as mentorship experience and capability

Education
a) A Minimum of a bachelor’s degree in Social Sciences
b) Diploma in project management will be an added advantage
Experience and Abilities
a) A minimum of two years training experience in a youth setting on aspects of HIV/AIDS prevention or behavior change in an institution (secondary or tertiary) setting
b) Working experience in a leadership and governance and/or civic education programs will be an added advantage
c) Ability to work with and foster a team approach while incorporate capacity building activities into the program
d) Ability to analyze and utilize program development gaps for designing Programs.
