Natural Resources Management Research Assistant

COUNCIL OF GOVERNORS
TERMS OF REFERENCE FOR NATURAL RESOURCES MANAGEMENT RESEARCH ASSISTANT

1.0 Background 
The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate of among others:
  1. Consultation amongst County Governments; 
  2. Sharing of information on the performance of the counties in the execution of their functions with the objective of learning and promotion of best practices and where necessary, initiating preventive or corrective action; 
  3. Considering matters of common interest to County Governments; and
  4. Facilitating capacity building for governors.
The Council works through sectoral committees, and the Water, Mining & Natural Resources Committee is one of the Committees. There are a myriad of nascent issues in the natural resources sector that require technical assistance. In this regard, the Council seeks to bring on board a Natural Resources Research Assistant. 
2.0 Scope of Assignment 
The Research Assistant shall undertake the following: 
  1. To research and develop position papers and well researched policy positions in relation to natural resources and all matters related thereto; 
  2. To establish linkages with the Senate and National Assembly on matters related to natural resources;
  3. To monitor the media and generate briefs on matters related to natural resources and matters related thereto; 
  4. To undertake any other responsibility related to the Water, Mining & Natural Resources Committee assigned by the Chief Executive Officer of the CoG. 
3.0 Core competencies
  1. High level understanding of the devolved system of governance;
  2. High level understanding of issues related to natural resource management in Kenya; 
  3. Good research and analytical skills; and 
  4. Ability to generate comprehensive and informative reports. 
4.0 Supervision
The Assignment will be managed by the Head of Programs under the guidance of the Chief Executive Officer, CoG. The Research Assistant will be required to report to, and coordinate with the Head of Programs under the guidance of the CEO, CoG throughout the Assignment.
5.0 Duration 
The Research Assistant will be attached to the CoG Secretariat for one year within which the key deliverables should have been realized.
