UNOPS East Africa Hub
Located in Nairobi, Kenya UNOPS East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa subregion currently consists of an established operations center in South Sudan, an office in Somalia and a portfolio of engagements. This portfolio includes transactional projects in partnership with the Nairobi based UN Agencies UNHabitat and UNEP, in addition to multiple ‘operational’ projects in Tanzania, Burundi, Uganda, Kenya, and the Small Island Developing States.

Functional Responsibilities
Under the overall guidance of the Head of the Partnership Development Office and in close collaboration with Senior Management and the Project Managers, the Partnership Development Officer will assist in the strategic development of a regional project portfolio while supporting the incountry project development required to meet development targets.
This includes, but is not limited to; development and support of new projects/programs either at country or regional level; support in development of new strategic partnerships at the regional level; and mobilization of resources to meet the annual business acquisition targets.

Drive resource mobilization and program/project development across East Africa with specific focus on Kenya, Somalia, Uganda, Tanzania and Burundi within the key focus and services areas of UNOPS
- Monitor and evaluate humanitarian and development trends and needs to identify areas of collaboration within UNOPS mandate.
- Lead the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project document briefs for discussion with partners.
- Support in maintaining the LEADS system and the CRM functionality in alignment with UNOPS corporate guidelines.
- Coordinate technical and financial requirements, and negotiate proposals to close new program/project opportunities.
- Draft agreements and/or contractual documents required for the signature and implementation of new projects.
- Understand and clearly explain UNOPS pricing policy to partners.
- Contribute to the diversification of the Operational Hub in line with UNOPS strategic and Regional objectives.

Develop and strengthen partnerships with donors, government, other UN Agencies, multilateral institutions, INGOs and private sector in countries under EAOH portfolio.
- Keep abreast of and assess the needs of the relevant national government and other UNOPS partners operating in the target countries, to identify and plan with them (and the Hub management) areas for leveraging UNOPS’ services/competencies in project service delivery and management.
- Build and strengthen strategic partnerships through active networking, advocacy and effective communication of UNOPS competencies in project service delivery and management to develop opportunities and engagements with new partners.
- Keep PDO and Hub management informed/advised on opportunities and/or challenges to strengthen UNOPS’ capacity for programme/project management and partner development.
- On behalf of the Operational Hub Director and/or relevant managers, participate in and report on the relevant interagency,donor and government coordination meetings including addressing project development issues in consultation with UNOPS project managers and technical experts when required. Take part in UN common planning and programming processes, including strategic country analysis, UNDAF, response plans, etc.
- Build a network of key partners, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to project and partnership development.

Knowledge Management and Innovation
- Support the preparation and revision of communication materials customized for target key audiences including decision and policy makers, the general public, industry and service communities, scientific and technical communities and international financial institutions and official development agencies.
- Develop and review presentations, correspondence, briefings, UNOPS positions, speaking points and all other external communication; manage and coordinate annual partner survey and other global tools.
- Support the global communications unit to strengthen their outreach by developing local material for publication.
- Drive external communication for effective advocacy, visibility and outreach among existing and potential partners.

Reporting and Database Management
- Ensure CRM system is updated and populated frequently.
- Participate and contribute to weekly EA update meetings and provide reports on business acquisition pipeline and probability of new projects as needed by senior management.
- Support the coordination and implementation of the annual partner survey

QUALIFICATIONS
Education:
Advanced university degree (Master’s degree or equivalent). A firstlevel university degree (Bachelor’s degree or equivalent) with relevant combination of academic qualifications and extensive experience related to the nature of the position may be accepted in lieu of an advanced university degree
Work Experience:
At least 5 years of progressively responsible experience in an international business environment this includes leading roles in business development and stakeholder management/communication. UNOPS previous experience will be an asset. Previous experience in East Africa, a fragile states or post/crisis environment will be an asset.
Languages:
Fluency in English is required; Proficient in French required
