Program Manager

Location: Nairobi, CBM regional office

Contract Duration:2 years renewable

Contract Start: As soon as possible but latest January 2013

Objective and reporting line:
Reporting to the CBM Regional Program Manager for East Africa in Nairobi, Kenya, the Program Manager provides leadership and operational oversight for the CBM lead consortium, implementing the Standard Chartered Bank “Seeing is Believing” Child Eye Health program. The program aims at contributing to improved child eye health and the reduction of avoidable blindness amongst children in East Africa It entails aspects of clinical service provision, equipment of facilities, awareness creation, training, health system strengthening and advocacy.

Main Tasks and responsibilities:

Strategic Partnership Management
Work directly with the Regional CBM Programme Manager to develop, harmonize and review annual plans as well as support SiB coordinators on country level in Uganda and Tanzania.
Develop & manage strategic partnerships & linkages involving key stakeholders.

Programme Management and Quality
Provide leadership, effective management, coordination as well as technical advice to the SiB funded Promoting Eye Health for Children in East Africa.
Manage directly the Kenyan country program, promoting Eye Health for Children in East Africa

Monitoring, Evaluation, Impact Assessment, Programme Quality
Track/monitor progress against programme milestones and activities, against scheduled work plans and overall programme objectives.
Ensure all programme documentation meets the required quality and compile and share timely and quality reports.

Programme Shared Learning and Growth
Identify and discuss with the consortium any issues arising from the ground for research, evaluation, impact assessment and dissemination of findings.
Keep track of the learning emerging issues and represent CBM consortium and Regional Governance Team at key fora.

Financial Management :
In consultation with CBM regional staff, consortium partners and implementing partners, prepare annual programme budgets and quarterly financial forecasts and monitor expenditure against these, advising the Regional Governance team on financial trends etc.
Manage partner contracts/MOU and be responsible for ensuring compliance to the Terms and Conditions of the Grant as agreed with the donor and CBM internal policies and procedures.



Professional Profile and Requirement

qualifications:

  • Relevant academic degree (e.g., in Business Management, Health Management, Public Administration, Sociology, Disability and Development);
  • An advanced degree would be an advantage
  • Minimum of five years work experience, preferably in the development sector with a local or international development organization;
  • Minimum of 5 years of experience in a senior management position, preferably in the health sector;
  • Demonstrated experience in Project Design and Project Cycle Management at large;
  • Experience in dealing with a variety of Government ministries, local and international donor organizations, and other partners;
  • Knowledge of disability and development issues, especially in comprehensiveeye care programmes, an asset

Competencies and Skills:

  • Understanding of trends and standards in development work in East Africa
  • Wide knowledge in disability, development and health concepts
  • Strong experience in finance and administrative management;
  • Good co-ordination and communication skills;
  • Competency in networking (national and local government, partners, projects, NGO alliances);
  • Computer literate; experience in database management, and use of Microsoft packages such as Outlook, Word, PowerPoint, Excel, Access;
  • Ability to prioritize work and meet deadlines;
  • Ability to work with minimum supervision, high level of autonomy and flexibility;

Personal Profile

  • Intercultural knowledge and sensitivity;
  • Excellent interpersonal, diplomatic and conflict resolution skills;
  • Team Player and good communicator with a proven ability to motivate people;
  • Good public speaking and media skills
  • Good written and spoken English, knowledge of Swahili an added advantage.
  • Ability to spend 30%- 50% of his/her time in the field to support partners
