Organizational Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by Providing administrative, conference and information services (www.unon.org). This post is located in UNON, Budget and Financial Management Service at the Nairobi duty station. Under the supervision of the Chief, Accounts Section, the incumbent will perform the following:

Responsibilities
1. Accounting Policy Analysis: Develop documented International Public Sector Accounting Standards (IPSAS)-compliant accounting policies and guidance that will support the preparation of IPSAS-compliant financial statements for the UNON, UNEP and UNHABITAT, including policies/guidance relating to accounting for property, plant and equipment, inventories and intangible assets along with the related presentation and disclosure in the model financial statement; Articulate the requirements of IPSAS in this area to the Enterprise Resource Planning (ERP) Team that is responsible for designing the system solution; Liaise with property managers, accountants, finance/budget officers, consultants and auditors as required to identify and resolve IPSAS adoption accounting and implementation issues.
2. Communication and Change Management: Participate in the development and implementation of communication plans and products to support IPSAS implementation in the three agencies; Support the development and deployment of IPSAS related training plans and products.
3. Administrative Support: Provide advice and guidance, including training, to staff on IPSAS-related policies and procedures; Participate in inter-departmental meetings on matters related to resource requirements; Undertake research and analysis of IPSAS-related policies and procedures and makes appropriate recommendations for changes and/or modifications; Drafts official documentation as required. 4. Perform other related duties, as assigned.

Education
Advanced university degree (Master's degree or equivalent) in Accounting, Business Administration, Finance or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Accreditation as a Certified or Chartered Accountant is desirable.

Work Experience
A minimum of five years of progressively responsible experience inaccounting and/or budgeting or related field. Experience in applying IPSAS or IPSAS-similar accounting standards is required. Participation in a full accrual accounting implementation project is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage.

Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
