Programme Officer, Monitoring and Evaluation

Accountability:
Under the general supervision of the Head of VAM unit; guidance from the Deputy Country Director and Country Director in regards to Country office strategic planning and Head of Projects in terms of evaluation arrangements, the incumbent will be responsible for coordinating the Performance Management of Country Office as well as be responsible for Country Office Work-Planning, engagement in UNDAF processes and the design of M&E components for all WFP Kenya projects.
Duties and Responsibilities:
Create concepts to improve existing monitoring processes, including partnership and collaboration options. This is especially critical in areas where there is no clear corporate practice such as in the measurement of impact of different interventions/innovations.
Analyse monitoring data and produce reports that show progress in achievement of outcomes, reasons for not achieving results and recommentations for improvement.
Adapt corporate policies, tools, systems and guidelines to the WFP Kenya context, ensuring that they are used efficiently while meeting the corporate requirements - these include evaluation policies/guidelines, workplan templates/guidelines, logical framework templates.
Plan and establish frameworks for regular montioring of all WFP activities in the country, which includes ensuring representative coverage of all areas, involvement of all stakeholders in monitoring, processes for feedback to different stakeholders and follow-up mechanisms for implementing monitoring recommendations.
Document good practices and lessons learnt, for organisational learning and improvements e.g. when the office adapts new Corporate approaches, the process, the experience and the challenges are documented and shared, including with other country offices and HQ for wider organisational learning
Guide all staff involved in monitoring (which is basically all field staff ) on the utilisation of monitoring tools and processes;
Coordinate the preparation of the annual performance plans, mid-year reviews and end of year reviews. Guide WFP team in
performance management activities (includes the M&E team at CO level, the entire CO team on Annual performance Plans and WFP/Partner field staff on regular monitoring)
Analyze and interpret outcomes data for corporate reporting - in standard progress reports (SPRs),Annual Performance Reports (APRs) and any other reports including donor reports
Direct the M&E team in the country office in the maintainance of M&E systems, including tools, databases as well as the continuous provision of information from monitoring data
Lead the M&E team in testing and adapting new technologies in monitoring so as to improve efficiency - such as use of personal digital assistances instead of paper-questionaires, implementation of online/web-based reporting and data sharing
Represent WFP in the UN system, Governemnt and other forums and cordination structures in matters of M&E, and alternately leading the UN M&E team and therefore representing the UN system in appropriate forums.
Prepare performance management components in Executive Board, Strategic Rreview Committee and Donors documents/proposals (includes all other partnerships/collaborations MOU/LOU documents)
Perform other duties as required

Qualifications and Experience:
University Degree in Project Management, Public Administration and Management, Monitoring and Evaluation or a related field. Masters Degree in relevant disciplines and/or technical qualifications in design and development of M&E systems will be an asset
Minimum of five years of postgraduate progressively responsible professional experience in programme design, designing of monitoring and evaluation processes/ systems, with Government, NGO or international organization. Understanding of M&E methodologies , survey design, data analysis is essential
Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills and an ability to communicate clearly both orally and in writing is required.
Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description.
Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
