Call for Proposals


IIDA women’s development organization and Minority Rights Group International are undertaking a project titled ‘Overcoming multiple discrimination against Somali minority women’’. This programme is courtesy of European Union Funds. Through supporting Minority women (and men), CSOs representing minority communities; women’s organizations across the country - including Somaliland, Punt land and South Central.
This call for proposals is aimed at building the capacity of minority organizations to work on gender issues and of gender organizations to include minority women, and to support lobbying for policies that include and benefit women, and in particular minority women, in Somalia.
The programme of re-granting will be implemented to help support the work of small CSOs to undertake capacity building activities, particularly where they are working to benefit minority women/girls.

Target Areas
Proposals for projects in one or more of the following target areas are encouraged:
1.  Human rights monitoring at the local, regional or national level (targeting minority women and girls or monitoring abuses particularly or commonly experienced by minority women and girls.)
2.  Advocacy activities to promote respect for and implementation of human rights, gender equality and mainstreaming to benefit minority women and girls.
3.  Projects which pilot ways of achieving access to justice for victims of violence against women, (projects must fully mainstream minority women and girls but need not exclusively benefit these groups.)
4.  Socio-economic rights and public participation of minority women (roundtables with officials, awareness-raising events for broader audiences, challenging denial of access to micro-credit because women are from a minority community etc.)


Proposal Requirements
1. Small CBO’s and CSO’s especially those working with minority communities are eligible to submit proposals. Proposals may specify partnerships with other CBO’s or groups from the community willing to take part in the project. 
2.  Proposals will be accepted for the target areas of work above only and it’s a one-time program grant.
3.  Proposals requesting funding to support existing programs and initiatives that  meet the target areas will also be considered.

Proposal Evaluation Criteria
Proposals will be evaluated on the basis of the following criteria.
1.    The proposed initiatives expected effectiveness in addressing one or more of the 4 target areas.
2.    There will be organizational capacity assessment that will be carried for the shortlisted organization that qualifies for the funding.
3.    A panel will be charged with reviewing the proposals. It is anticipated that 6 proposals will receive funding and the organizations funded will include those operating in all of Punt land, South Central and Somaliland. The panel will also try to ensure that all of the 3 targets listed above are addressed by at least one funded project.  The panel may not award all of the grants if does not feel that the quality of proposal is high enough. The panel may ask some applicants to rework and improve their proposals in some respects if the project is interesting but there are some concerns about aspects of the work or how it has been presented.
4.    Projects should ideally last approximately 3 months and should not exceed 6 months.

How Much Funding Is Available?
The mini grant has award of up to 4,000 Euros per organization during one round of funding. (Two rounds of funding are envisaged in total during this project.) Grant funds may be used for approved budget purposes. Strictly 5% Grant funds may be used for overhead or administrative charges.
