Social Protection Rights Component Coordinator

Job Summary

The Rural Agency for Community Development and Assistance – RACIDA – KENYA is an independent regional NGO development agency established in 2005 in Kenya, currently Kenya, Ethiopia and Somalia,. The basis for its existence is to empower vulnerable communities in the horn of Africa.

The Hunger Safety Net Programme aims to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. The programme aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.
RACIDA is implementing the right component of the HSNP project in Mandera North, West, and Banissa.  And the role of RACIDA is to promote and protect the rights of all community members and programme stakeholders.


Overall Job Purpose of the position

The post-holder will be responsible for management of HSNP Social Protection Rights project in entire Mandera County.

The programme manager will be directly responsible for ensuring

Duties and Responsibilities:

  • Develop and share regular monthly and quarterly work plans and financial projections with all team members involved in the project through effective communication
  • The project manager will also see that the project objectives are met and oversee quality control throughout its life cycle.
  • Ensure that project activities are implemented in accordance with the annual work plans 
  • Conduct public baraza and awareness creation on the right component of the HSNP project
  • Attending meetings and trainings in Nairobi through the invention Helpage International
·         Play a leading role in the establishment and on-going training of Rights Committees in each of the targeted (and control) communities in the all the sub locations of mandera North, Banissa and Mandera West sub counties
·         Proactive engagement with existing rights-oriented civil society organisations and networks to ensure maximum ‘reach’ at community level.
·         Coordination and capacity building of local civil society organisations and networks to give voice to the communities with which they have contact and act as conduits of information, complaints and other feedback.
·         Systematic roll out of a ‘customer satisfaction survey’ designed to capture information on a range of issues.
·         Maintain a simple database that captures information relating to each and every complaint received.
·         Advocate for the rights of targeted communities and households at DSG and community meetings based on the principle that beneficiary households and communities are fundamentally entitled to be considered for humanitarian and other assistance based on need and should not be automatically excluded from assistance based on automatic presumptions of lesser need related to their enrolment in the HSNP.
·         Data analysis and evidence gathering on rights infringements.
·         Act in accordance with the Programme Charter of Rights and Responsibilities and the service charter, in promoting the rights of all community members, particularly the vulnerable and bring instances of the rights abuses to light
·         Ensure that all the services offered to the beneficiaries are in accordance with the Human rights principles of transparency, accountability, non-discrimination and participation discrimination, equality, participation
·         Ability to make complaints, raise concerns and recommend changes without fear of coercion, discrimination or reprisal
·         The right to work in reasonable safety and security and to be free from undue pressure from the community members

Personal specification:
  • Holds at least a first degree on social science or political science, Law or other closely related degree from a recognized university,
     At least 2 years experience in management of similar project and at least 3 years working in an NGO environment. 
  • Strong team working and negotiation skills
  • Experience in a rights based project/programme

Competencies:
  • Fluent in the local languages Understanding of the  working environment and its contexts,
  • Knowledge of cash transfers and social pension practices in Kenya 
  • Willing to undertake regular field and other external visits and ability to interact with different stakeholders and donors.
  • Excellent writing and verbal communication skills both in English and Kiswahili.
  • Highly organized, detail oriented, able to prioritize and consistently produce high standard work and reports.
  • Strong networking skills, leadership skills and team player.


*This position involves a lot of travel and field work.
