Role Purpose
The overall objective of the position is to provide nutrition technical support in strengthening, capacity building of SCHMTs, health facility staff and CHWs to effectively develop, implement, monitor and report on all nutrition technical aspects of SCI’s projects in assigned areas of Turkana.  S/he will ensure that MOH field staff, seconded SCI staff and partners adheres to technical and standard protocols in nutrition.  S/he will train and mentor staff as well as participate in nutrition forums at Sub-county level, nutrition assessments, surveys and proposal design processes. S/he will be responsible for HINI activities reporting from field sites to district stakeholders and SCI field technical teams. The Nutrition Officer will work under the supervision of the programme Nutrition Coordinator and in close collaboration with the MOH authorities and staff at Sub county and community level.
SCOPE OF ROLE:
This position demands the technical knowledge, people management skills and the work experience and zeal needed to oversee nutrition activity implementation at sub-county level and effectively document and report on HINI and other key mainstreamed activities on a weekly, monthly and quarterly basis to key stakeholders for SCI in Turkana and provide adequate timely feedback to the facility and communities.  The role entails active implementation of HiNi and other key nutrition strategies at sub county levels and in line with nutrition recommendation. Topographically the incumbent will oversee successful implementation of nutrition activities in line with donor funded sites in the sub-county in close liaison with the SCNOs and other key staff.
Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. By Feb 2013, we will have completed a second transition, which will see us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children has an operational presence in Dadaab Refugee Camp, Garissa, Mandera, Meru and Wajir – with plans to expand into Bungoma and Turkana in 2014. We work through partners in many other parts of the country. By February 2014, we will have a staff complement of around 300 staff and an operating annual budget of approximately US$25 million

KEY AREAS OF ACCOUNTABILITY:
Responsibility 1:
·         Ensure the technical and effective implementation of the High Impact Nutrition Intervention (HINI)
·         Supervise, mentor and work in collaboration with the health workers implementing HINI activities
·         Critically conduct on job training for facility staff, CHWs and the SCHMTs in line with a proper needs assessment and developed OJT plan/ capacity strengthening  plan in key areas of HiNi that will include and not limited to MIYCN, MNDC, IMAM, M and E and Nutrition education  
·         Provide technical support in the management of malnutrition in line with Integrated Management of Acute Malnutrition (IMAM) guideline at health facility and outreach site.
·         Supervises nutrition activities at all the  supported MOH  facilities and outreached offering nutrition in collaboration with the Health and nutrition Teams and in reference to clear supervision plan
·         With support from the PNC participate in the development of key program implementation plans, proposals and other programme documents
·         Supervise and work in strict collaboration with the nutrition team in the screening activities of severely malnourished children (MAM and SAM).
·         In collaboration with the Programme Nutrition coordinator support the SCNO and the logistics officer follow-up beneficiary food provision.
·         Support the health staff in severe malnutrition case management according to national guidelines.
·         Assist the nursing staff in the implementation of HiNi activities and ensure the management of the commodities (food, drugs and equipment) is done professionally.
·         Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in food/nutrition activities.
·         Participate in the conduction of nutrition research studies, Best practice documentation, publication, surveys and campaigns
·         Ensure strict adherence to breast milk substitute guidelines for beneficiaries.
·         Improve the provision of quality IYCF counselling and education at the key contact points in the programme.
·         Participate in the development and use developed activity work plans based on the program annual work plan monthly/quarterly.
·         Enhance integration of Nutrition activities with other key health programs and nutrition sensitive sectors and sub-county level.
·         Attend regular meetings with facility staff and share results with Nutrition coordinator.
Responsibility 2: Reporting
·         Develop and coordinate the adherence and reporting of nutrition indicators s as per donor requirements, developed plan and reporting tools.
·         Ensure the establishment and implementation of nutrition monitoring activities and train health staff in case detection and referral system.
·         Ensure timely reporting in of activities in accordance with set deadlines on a weekly monthly and quarterly basis.
·         Plan and Conduct continuous monitoring of the OTP and SFP programs on a monthly basis with other partners based on developed schedule (joint supervision plan).
·         Facilitate timely facility and main store therapeutic and supplementary supplies stock reporting.
·         Coach the staff on indicator reporting with guidance from the health and Nutrition coordinator
Responsibility 3: Nutrition Sub-county  advocacy
·         Participate in health and nutrition coordination meeting and share information on nutrition.
·         Advocate for nutrition activities at grass roots levels through involvement of community groups and CHWs, men, PLW, MTMSGs, key community leaders in nutrition activities in liaison with the community mobilizers.
·         Actively participate in development, dissemination , implementation and reporting on BCC/C4D
·         Participate in the design, production and dissemination of relevant nutrition information at the health facilities in line with the MOH guidelines.
·         Participate in marking calendar events like the WBW, Malezi bora to enhance HiNi.
·         Document and present on best practices in at least 2 key HiNi components monthly.
Responsibility 4: Capacity building of MOH staff
·         Conducts needs assessments for training needs of SCI health and MOH staff
·         In liaison with the HIS Officer Plan and execute HiNi related trainings in line with the MOH guidelines.
·          Train the nutrition team and health team in case detection
·         Build the capacity and mentor SCI and SCHMTs staff and other key stakeholders in HiNi, SUN and other nutrition key areas.
·         Strengthen the capacity of CHWs in promotion of HiNi activities and active case finding through community outreach
·         Carry out on-the-job training, coaching and mentoring of staff trained.
Responsibility 5: Manage the MOH/SCI Health and  nutrition staff at the health facilities
·         Plan and supervise activities of the nutrition appointed person in the health facilities in collaboration with the SCNO and agreed upon supervision schedules.
·         Plan annual leave, validate time sheet/ performance plan for SCI and MoH staff on incentive during outreaches in liaison with the SCHMTs
·         Develop and execute a joint Nutrition work plan with the SCHMTs based on the SCI county donor work plan

QUALIFICATIONS AND EXPERIENCE
Degree  in Nutrition or related health field
Experience in implementation of HiNi in liaison with MoH
Experience of carrying out nutritional surveys at field level
Fluent spoken & written English
Excellent management and communications skills
Previous supervisory experience
Ability to write clear and concise reports
Training and facilitation experience
Computer skills, including MS Office and EPI-Info
Be a team player
Work under pressure and in less comfort.
