Finance Officer - Budget/Reporting for Somalia (Kenya Nationals Only)
Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.
The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sa’naa).
The NRC Horn of Africa mission is an expanding programme. NRC is seeking to recruit an additional Finance Officer-Budget/Reporting to support the Somalia staff in their day-to-day operations.
Under the overall supervision of the Finance Coordinator - Budget/Reporting, the incumbent will be the focal point between NRC Somalia Program and Regional Office. Review Budgets and Reports from Somalia Program.

Job description
Review and analyze the monthly Project Summary for Somalia Program.
Review of project budget proposals and budget revisions
Undertake monthly budget monitoring for each project
Analyze and recommend on the status and feasibility of future spending based on the budget monitoring and procurement plans
Review the Budget Proposal Overview (BPO)
Ensure that agreements with donors, financial and project audit reports are properly filed
Organize NRC and donor rules and regulations training to Project staff, finance, administration and logistics staff
Review donor reports
Spend minimum 50% of working time in Somalia.
Qualifications
Minimum of 5 years’ relevant experience in a donor grants management role
Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and Powerpoint
Very strong financial analysis skills
Good knowledge of financial reporting systems in donor funded work
Personal Qualities
Excellent interpersonal, written and verbal communication skills.
Strict attention to policy and practice detail
High integrity
Ability to work under pressure and meet deadlines
Good cultural awareness and sensitivity
Ability to function independently and as a work team leader/facilitator
