Job Description

Function:
The Participatory Monitoring and Evaluation Officer will be the lead on Monitoring & Evaluation planning and activity implementation for Heifer International Kenya Country programs. S/He will lead development and implementation of Monitoring, Learning, Evaluation systems and processes as well as mechanisms for information and knowledge sharing. S/he will provide technical input to project reviews and proposals. S/He will provide leadership and support in implementations of knowledge and learning management strategy. S/He will lead the implementation of Heifer Project International Global monitoring and evaluation systems at the country level ensuring standards in baseline surveys, impact monitoring and evaluation processes that contribute to the global strategies.

The Officer also represents the Heifer’s country-level management, program knowledge and perspective in the development of strategies within Heifer at large and the development and private sector.
Required Skills

Responsibilities:
  1. Design lead and manage participatory process in aspects of design monitoring and evaluation including development and implementation MLE systems and tools, reviewing program proposals, leading in baseline, mid-term and final evaluations
  2. Develop Monitoring, Learning and Evaluation, Plans (MLE plans) and standardized M&E tools for program monitoring and the Monitoring of the  implementation of  the Country Strategy.
  3. Participate in program design and proposal development for strategic programming areas either through direct involvement or mentored practice
  4. Design lead and manage participatory data collection analysis and reporting for HIK MLE systems
  5. Lead and support staff in implementation of knowledge and learning management strategy
  6. Design coordinate and/or deliver training and capacity building for staff that transfers and enhances capacity to implement M&E procedures and use of M&E data for program improvement.
  7. Establish and maintain mechanisms for capturing, analysing and reporting/sharing and applying MLE findings information, lessons learnt and best practices.
  8. Provide technical leadership on strategies to improve efficiency and effectiveness of the project by identifying bottlenecks in completing planned activities and develop plans to minimize such bottlenecks.
  9. Manage the  key  project  evaluations, baseline  surveys, impact studies for HIK Country Programs and  the databases for  project reporting  including the Project Management Information  System.
  10. Maintain relations  and  linkages with HPI Global Monitoring and Evaluation department and translate the  learning’s and processes into  the Kenya  Country Programme.
  11. Lead in the  documentation of  best practices, success  stories and annual  reports.
  12. Perform other duties as assigned.
Required Experience

Minimum Requirements:
  • Master’s degree or equivalent in international development, quantitative economics, business and or statistics or an equivalent with an academic focus on monitoring and evaluation, plus seven (7) years of direct relevant experience in MLE.
  • A solid background in M&E experience, ideally gained in working in the development context.

Preferred Requirements:
  • Demonstrated experience in coordinating and working with international donors and grantees on MLE systems.
  • Experience in supporting and monitoring field based programs.
  • Experience in managing databases and coordinating evaluations, surveys and impact monitoring at a  senior  level.

Most Critical Proficiencies:
  • Demonstrated experience in data analysis, ability to prepare and systemically disseminate high level quality reports for a variety of audiences.
  • Skilled with incorporating innovative solutions in complex MLE systems with focus on agriculture.
  • Excellent management, communication and interpersonal skills.
  • Strong staff training skills.
  • Demonstrated capacity to create and/or maintain systems and procedures for managing complex programs with many implementation sites, partners, and beneficiaries.
  • A good understanding and sensitivity to issues associated with poverty, hunger and environment, and knowledge of the context to which non-profit organizations operate.
  • Ability to promote the vision and strategic goals of HIK
  • Computer proficient in word processing, spreadsheets, presentation tools, electronic mail and Internet software (Microsoft Office preferred), including Excel, Access and SPSS.
  • Skilled with managing complex IT based data collection systems.
  • Strong organizational skills.
  • Skilled at strategic thinking and anticipating future developments and trends to incorporate them into organizational plans.
  • Demonstrated proficiency in English, oral and written, with knowledge of Kiswahili.
