Consultant- Governance & Resource Mobilization.



Background:

This project is a partnership and support from the European Union and Kindernothilfe e V, the three non state actors (Anglican Church of Kenya, Diocese of Mt. Kenya West, Ethi C.I.C.T Polytechnic (Ethi), Presbyterian Church of East Africa, Eastleigh Community Centre (ECC), and Nairobits Trust (Nairobits). The three organizations are implementing a 3 year project on ‘‘Poverty Reduction among vulnerable youths through an empowerment vocational training in Nairobi Slums and Laikipia East District’’. The project’s overall objective is to contribute to Poverty reduction (MDG1) through building the capacities of the youths by empowering them with skills that are relevant and appropriate for the employment market.

The project has targeted 1560 youths from the non-formal settlements of Nairobi and the semi-arid area of Laikipia East District. Evidently, this category lives below 1USD per day, are out of school, have limited employable skills but the potential to use acquired skills in the formal economy as well the community. Focus is also shifted towards the communities where these youths come from. The approaches employed are; Vocational, Centre and Community based where the instructors and trainers have been prioritized through capacity building. To engage with the issues of policy and decision making, the Board members and project officers of the three organizations are equipped for effective implementation of the project.
The rationale for this project is the realisation that youths remain unemployed and therefore in poverty because they lack in skills that are relevant to the needs of the community and the economy hence not marketable. Youths lack in relevant experience as well as access to factors of production such as capital for investments. They also get training that is not in line with their personal aspirations or those of their communities hence lack opportunities for employment.

Purpose of the assignment:
Guided by the mission and vision of the E.U/KNH Project, the Consultant will train the board on Governance and Resource Mobilization thus contributing towards good governance and institutional sustainability thus achieve the general objective of the project; ‘to Poverty reduction (MDG1) through building the capacities of the youths by empowering them with skills that are relevant and appropriate for the employment market.’

  
Duties and Responsibilities
The specific objectives of the Board training are:
1.      To enhance the governance in running the vocational training centres
2.      To  enable the board make and administer policies that ensure smooth running of the projects
3.      To ensure sustainability of the projects by resource mobilization.

Scope of Work
1.      Brief introduction of Governance and the role of the Board (Reference to the early training conducted in April 2011)
2.      Consolidate analysis on the progress of the action plan, challenges experienced
3.      Intensify understanding of the role of the board in running institutions.
4.      Intensify understanding of the role of the Board on Resource Mobilization
5.      Introduction to resource mobilization strategies.
6.      Elaborate on levels of involvement of the Board in Resource Mobilization.
7.      Elaborate on Resource Mobilization trends in Kenya
  1. Develop workshop training outline
  2. Support participants to identify and address key challenges in Resource Mobilization at organizational level;
  3. Compile satisfactory workshop report with concrete recommendations for each of the partners with the way forward.

Required Skills and Experiences
Education:
  • Masters Degree in Social Sciences

Experience:
  • Sound experiences in facilitation on Resource Mobilization and Governance
  • Sound Knowledge of Resource Mobilization strategies
  • Familiarity with civil society and other international development organizations will be and added advantage

Language
  • Fluent in spoken and written English

Duration and scheduling of the assignment

The consultancy will start on 24th July to 30th July 2012, with duration of 7working days.  During the 2 days, the consultant will familiarize himself with the project, its objectives, implementation up to date.  This will include desk study and meetings/briefings with Project Manager in Nairobi.
The other 3 days will be for the workshop and the other 2 days will be spent on report writing. The draft report on must be submitted by July 31st and the final report on by August 1. 

The consultant will report to the E.U/KNH Project Manager and the host Project Director. They will provide all the relevant documents and necessary briefing for the task.

Procedures for submission of Expression of Interest
The interested consultant(s) will prepare technical proposals detailing the plan of work
and deliverables above will be achieved. Detailed updated CVs should be part of the proposal. He/she will also prepare financial proposals on expected costing of the consultancy. The two proposals should be submitted by Thursday 20th July 2012 at 12noon pm to Email: sarah@nairobits.com
