Background to the Role:
Mid 2011 the Diocese of Lodwar launched an emergency humanitarian programme in response to the then East Africa Drought crisis. Diocese of Lodwar is now looking for a Project Coordinator to support our Recovery Response in Turkana Central and Loima Districts.

The Project Coordinator will provide technical support to the Diocese of Lodwar to ensure that the project is implemented according to agreed plans and standards.

Reporting to: Chancellor Diocese of Lodwar
Working With: Diocese of Lodwar Recovery, HR, Development & Livelihoods Team, and Trócaire Humanitarian and Livelihood Team
Managing: (Individuals/ Team)

Scope of the Role:
The Project Coordinator will provide leadership and technical support to the Diocese of Lodwar in the implementation of the Recovery response in Turkana District. This will include : Lead the development and/or revision, implementation and compliance of operational policies and procedures for the recovery programme, including administration, logistics, finance and human resources

 Duties & Responsibilities
Project Management and Development:
 Provide technical support to the implementation of the humanitarian response work, to ensure projects are implemented according to the agreed proposal design, budget and standards
 Optimize the use of human, logistical, and financial resources
 Monitor the evolving humanitarian situation and consider immediate and strategic responses
 Oversee the good cohesion between programme needs and support departments (log/fin/HR).
 Update the Diocese Team and its partners on the field situation by providing comprehensive monthly situation reports.
 Ensure that each programme activity progress reports are timely done and disseminated to the coordination team.
 In liaison with the team facilitate effective and efficient donor’s reporting: respect of the deadlines, ensure compliance with the donor’s formats/guidelines, coherence of the document, respect of the indicators of results and justification for non-achievement of the objectives/activities
 Facilitate regular team meetings to update each others on the implementation of the activities and issues requiring coordination.
 Provide support to the Diocese in management and planning of budgets and ensuring all financial report requirements are met including donor guidelines and compliance with donor requirements.
 Assess needs and identify issues/gaps and prioritize timely practical actions to respond to particular operational issues.
 Build the capacity of technical staff in finance planning and management
 Support partners in the preparation of interim and final reports for donors
 Provide information on project progress as required by internal or external stakeholders
 Ensure that appropriate systems and plans are in place for the implementation of the project

Logistics
 Support staff to ensure that the procurement of goods is in line with procurement guidelines and procedures.
 Support the development of distribution plans to ensure timely delivery and distribution of relevant items
 Ensure proper documentation of the procurement and warehousing processes.
 Develop technical skills of logistics, procurement, administrative, and human resource staff

Finance and Administration
 Support the Diocese in budgetary control and overall financial management of the projects, including maintaining oversight of expenses and procurement
 Ensure that the programme complies with all legal and bureaucratic requirements
 Support the Diocese of Lodwar in managing and monitoring the project budget and ensure regular communication with the Finance team
 Ensure project activities comply with legal requirements of Kenya
 Ensure that there is a proper system for filing and record keeping
 Ensure all projects adhere to organization systems and procedures
 Ensure that project implementation meets donor compliance requirements

Human resources
 While liaising with the Human Resource office, line manage personnel mentioned above, including periodical duty allocation performance management and appraisals
 Maintain good team communication, engender good team dynamics and take remedial action when problems occur.
 Support team members professionally and monitor and support stress management
 Conduct and document regular team meetings for planning and reporting purposes.
 Carry out appraisals according to organizational human resource procedures
 Support the Diocese Human Resource team in the recruitment process and disciplinary procedures
Project Monitoring
 Support the M& E Officer to design and implement an M&E strategy
 Work with project staff and Trócaire Humanitarian and Livelihood Team to maintain quality assurances of data collected; ensure that data is collected and entered into database on a regular basis;


Communication/Information Management and Learning:
 Develop good working relations with partner organizations.
 Assist in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among Diocese of Lodwar staff.
 Ensure the learning from internal and external evaluations is disseminated and incorporated into the development of future projects

Representation and Advocacy
 Participate in appropriate coordination structures to ensure Diocese of Lodwar’s response is properly represented with regard to humanitarian intervention, including relevant Country, District & UN cluster meetings;
 Coordinate the project activities with other players to ensure that there is no duplication.
 Work with the media to ensure that the Diocese of Lodwar’s humanitarian work is profiled appropriately
 Collaborate and consult with national & local authorities, INGOs, and community leaders as necessary
 Maintain and expand the network of contacts in the district and outside to effectively advocate changes to benefit our target populations.

Graduate degree in a directly related field, such as project management, development studies, social sciences

(E) Experience
 Extensive experience implementing humanitarian field-level projects in developing countries; including experience of working in Africa.
 Strong field level experience in a humanitarian and/or emergency context in a coordination/management/operations role, including the following experience: Programme management cycle, Budget preparation, Proposal and report writing, Logistics, Financial and administrative management of
Monitoring and evaluation
 Experience in working with local partners
 Knowledge and understanding of project management tools (logical framework analysis, project cycle management, indicators, etc.).
 Proven experience in financial and budget management. .

 Representation and networking experience and skills.
 Good understanding of humanitarian and development issues.
 Good organisational skills with a flexible approach to managing and prioritising a heavy workload and multiple tasks in a fast paced environment with tight deadlines.
