Background:
The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable
households to improve access to food protect assets and reduce the impact of shocks.


HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider communities in all the four counties. It is expected that HelpAge will work with government institutions and other stakeholders to
realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.


Objective of Social Protection Rights Component
The objective of the Social Protection Rights project is to inform potential participants of their rights to participate in the Hunger Safety Net Programme (HSNP) and to provide a vehicle for addressing complaints and grievances that arise in the implementation process. 


Further to this the programme will purpose to realise the rights of the communities in these counties

Overall Job Purpose
The post-holder will oversee the quality of the data collection to provide timely and relevant data analysis in support of programming decisions and reporting.


RESPONSIBILITIES:
1. Ensure data collection by field monitors
2. Clean up and capture of data collected by the field teams
3. Provide a county quantitative report on a timely basis
4. Carry out systematic supportive supervision of data collection to monitor performance and impact of the on-going HSNP-Social Protection Right Component and provide feedback to all relevant parties on the quality of the data collection and inputting.
5. Ensure capture, importing, cleaning, transforming, validating or modelling of data.
6. Provide sound analysis of data with the purpose of understanding or making conclusions for decision making and learning.
7. Support development or adjustment of tools in tandem with programme requirements
8. Collaborate with partners and other stakeholder to adopt or harmonise appropriate data collection tools and procedures.
9. Ensure that data are stored appropriately.
10. Provide inputs into regular reports, ad-hoc reports and recovery planning.
11. Compile and prepare information for donor reporting.
12. Provide data in charts, graphs and/or tables for presentations and reports.
13.Design and develop relational databases for collecting data and designing input to data collection screens.
14. Identify and communicate opportunities to improve information collection for decisionmaking.
15. Carry out any other assignments as may be assigned by the line manager and or the management

Person Specifications
Essential
1. Diploma in any of following fields: social sciences, information technology, information management, relational database design and development, statistics.
2. At least 1 years working experience with data collection and management.
3. Excellent data collection , analysis, and presentation experience using various database software and such as Microsoft Excel
4. Knowledge of data quality
5. Excellent reporting skills.
6. Excellent communication and interpersonal skills
7. Ability to meet tight deadlines
8. A good grasp of IT related technical issues
9. Excellent numerical skills.
10. Be innovative

HelpAge responsibilities
· SPR will provide the person with the raw data from all the four districts.
· Working space and the computer.
