Background:
IntraHealth International has been awarded a five year associate award to the Capacity Project Leader Award (LWA No. GPO-A-00-04-00026-00).  The purpose of the Capacity Kenya Associate Award (AID-623-LA-09-00001) is to strengthen Human Resources for Health (HRH) systems of the public, faith-based and private health sectors to ensure improved delivery of primary health care (PHC) to improve health outcomes for the people of Kenya.  IntraHealth will implement this project in collaboration with four key partner organizations: the African Medical and Research Foundation (AMREF); Deloitte Consulting Ltd.; Management Sciences for Health (MSH); and, the Training Resources Group (TRG).

Purpose:
The overall purpose of this scope of work (SOW) is to provide technical assistance in the execution of a health workforce mapping program components. Specific objectives are outlined below.

Objectives:

Health Workforce Mapping Technical Assistance: A stakeholder group was established to authorize Capacity Kenya to undertake the health workforce mapping and ensure that the activity and its results are supportive of the broader objectives of the Ministries of Health. In addition, the stakeholders constituted a Technical Working Group (TWG) that has been guiding the technical considerations for this exercise. The TWG meeting(s) have resulted in the adoption of the methodology for the activity and related data collection instruments, the process for entering and cleaning data, a timeline for completion, and a detailed implementation plan including the training of data collectors and all logistical considerations to roll out successfully this activity.

The consultant, in consultation with the Asst. Director M&E, the HW Mapping Manager (TBD), Ag. Asst. Director OD/HR and the Ag Technical Director will provide technical assistance to support the completion of HW Mapping exercise, including:
·         Providing strategic leadership to ensure completion of the exercise within 6 months
·         Finalizing Data collection instrument(s),
·         Identifying and recommending relevant technology to ensure quality data collection
·         Leading data cleaning exercise
·         Providing regular technical updates to TWGs, HRH ICC and HW Mapping Steering committee
·         Report writing

6.       Draft report
7.       Final Report

Location
The consultant will be based in Nairobi

Travel
The consultant will be expected to travel to various provinces during the mapping exercise

Preferred Skills/Qualifications
  • Masters Degree in demography, population studies or statistics;
  • 3 years experience in leading/conducting national surveys;
  • Experience in use of technology for data collection

Professional Skills
  • Strong aptitude for analytical and investigative work.
  • Detail-oriented
  • Must be competent using computer applications and proficient in the use of statistical packages.
  • Prior experience in consulting, health sector, academia, research, or other related jobs is preferred 
  • Strong organizational and interpersonal skills with the ability to work both independently and as a team member
  • Well developed writing skills
