Mapping Consultancy - Short Term

Handicap International Kenya Terms of reference short term consultancy:

Conduct a resource mapping in the frame of «Ubuntu Care» Project on:
- resources and needs analysis of the Disabled People Organizations and Community Based Organizations involved in the project
 - existing child protection policies, laws and services and identify a minimum package of  child protection services, inclusive of disability.

1. BACKGROUND: 
Operating in Kenya since 1993, Handicap International‐Kenya country program has been involved in various humanitarian and development work in Nairobi, Rift Valley province, and North Eastern regions of Kenya including refugee camps. In Trans‐Nzoia County, Handicap International’s Gender Based Violence Project first began in 2008, with the main objective of providing access to medical care for survivors of sexual violence.

Since November 2012, Handicap International Kenya also workshop implement a project developed at the regional level, "Ubuntu Care" to address sexual violence against children with disabilities in Rwanda, Burundi and Kenya. In Kenya, the area covered by the project "Ubuntu Care", except for some activities at the national level, isthe County of Trans‐Nzoia.

This multi‐ countries project aims to address the root causes and to mitigate the consequences of violence against children, especially those with disabilities. The strategy isto translate effectively the international commitments in regard of children’s rights, in particular the Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities(CRPD) into practical actions on the ground through improved response mechanisms to Sexual and gender based violence against children at all levels. This project will engage with children and empower them as key stakeholders in their own protection, through a Community Based Rehabilitation (CBR) approach.

This involves empowering children, their families and community regardless of gender, or type of disability, through: raising awareness, promoting inclusion, skills development, eliminating stigma, and facilitating access to health, education and legal opportunities.The intervention will focus on the following four main axes:

1. Empowering children as actors in their own protection through education, skills development, social recreation, and participation in decision‐making.
2. Empowering communities and families to better protect children through capacity building, support, and changing negative attitudes within communities/families that underpin violence.
3. Strengthening access to and quality of services: education,medical, legal and psychosocial.
4.Advocating for more effective protection systems for child survivors at the national,regional and international level, backed by evidence based data generated by the monitoring system on sexual violence against children with and without disabilities.

2. OBJECTIVE OF THE CONSULTANCY:
As part of the implementation of Ubuntu Care project in Trans‐nzioa Kenya,the consultant objectives are:
1. To list the organizations (local authorities, local NGO, International NGO, DPO, CBO, private sector, service providers, human rights defenders, etc) working in the sector of child protection and/or in relation with children with disabilities, The list should include all the institutions and organizations in a position to provide services within Trans‐nzioa county (legal,medical, education, psychosocial...) for children at risk of or victims of sexual violence.
2. Child protection and project management capacities as well as disability knowledge of organizations previously listed and with which HI intend to develop a partnership relation. A number of structures (Community Gender Representatives, Digrot, CYDP, Child protection committees(CPCs) and CBOs)
3. Existing child protection policies and laws including those inclusive of disability.
This mapping will help to identify gaps, obstacles and opportunities in the already existing child protection system in Trans‐nzoia county especially in reaching children with disabilities and will enable the team to adjust the implementation of the project to the ground reality.

3. DELIVERABLES DURING AND AT THE END OF THE CONSULTANCY: 
The consultant agrees to provide during and at the end of the consultancy the following documents:
a. A planning of visit of the authority / institution / organization working in the sector of child protection orin relation with children with disabilities
b. A format of assessment that will be used during the visit to capture the needed information from each of the authorities/ institution/ organization working in the sector of child protection or in relation with children with disabilities.
c. A questionnaire to measure the capacity on child protection and project management including knowledge on disability of the selected organizations with which the project would like to development a partnership relation.d. A folder, soft version, containing the answers of individual questionnaires from each organization.
e. Before starting the visits, a detailed plan of the report, with different sections foreseen by the consultant, based on the needs in terms of information considered as necessary after the reading of the project proposal.
f. A report with a summary and key findings of the mapping exercise, including an analysis of the main results of the exercise

4. SCOPE OF WORK: 
To be able to deliver the various documents, it is expected that the consultant will lead this baseline study in respect of policies in force at Handicap International related to the protection of beneficiaries against exploitation and sexual abuse and the Child protection policy.

5. QUALIFICATION AND SKILLS OF THE CONSULTANT 
Handicap International expects that the successful consultant will need to have the following qualification and skills:
a. A master degree in social sciences
b. Similar experience in resource mapping exercise
c. Experience in research
d. Methodical, precise and detailed
e. Experience in working in the field of development

6. REPORTING
For the duration of the consultancy, the consultant will report on a weekly basis to Ubuntu Care project manager. Progress report will consist of:
a. Activities completed during the last 7 days period
b. Activities to be completed during the following week
c. Delays experienced, and reasons of the delays
d. Challenges and solutions to these challenges
e. Specific action or involvement required from Handicap International
All the documents,tools used on the field should previously be validated byHI

7. TIME FRAME: 
This study will start as soon as possible after the 15 of June and should be completed within 8 weeks.

8. APPLICATION PROCESS:
All interested parties must submit a technical and financial proposal explaining their understanding of the TOR and how they intend to conduct the research;the budget and an updated CV before 19th June 2013 at

9. BUDGET:
The overall cost of the consultancy is estimated at Ksh. 360, 269 inclusive of transport and accommodation. Extra Support will be provided for stationary and during publication of the final report.
