Diocese of Lodwar in pursuit of its vision ‘ A community of God’s People united by the Holy Spirit, dedicationg our lives to Christian Service to fight poverty and disadvantage’ while working in partnership with DFID Trocaire ASAL Resilience Programme in Loima(ARP – Loima) is seeking to recruit qualified persons to fill the following positions.

The ARP – Loima Project is a DFID Trocaire funded project for three – year intervention focussing on building livelihoods’ resilience among pastoralist and agro-pastoralist communities in Karemunyang and Turkwell in Turkwkell Division and Lokiriama, Lorengippi and Namoruputh in Loima Division (Loima District).

Background to the Role
The ARP-Loima project has been developed as a progression from an 8-month drought recovery intervention.

Description of Position
Lead the ARP-Loima project implementation team based within the Diocese of Lodwar and deliver, in conjunction with this team and with the support of the Trocaire ARP programme team, the 3-year workplan in its entirety to high professional standards and within the agreed timeframe and budget.

Major Duties & Responsibilities:
Project Management
 Lead and coordinate the project team in the implementation of the ARP-Loima project as outlined in the agreed project document, the logic model and in accordance with the project budget.
 Direct the selection of targeted beneficiaries to ensure resources reach those in the poor and very poor wealth groups.
 Quality assure the work across all components of pastoralist, agro-pastoralist, community planning (CMDRR) and conflict and social auditing, ensuring that the potential impact of the intervention is reached.
 Coordinate the workplans of each component so that they are delivered in an integrated and cost-efficient manner and according to the agreed timeframe.

Capacity Building and mainstreaming
 Ensure that issues relating to HIV, gender and the environment are mainstreamed within the project.

Networking and communications
 Represent the ARP-Loima project in relevant assessments, forums and networks.
 Maintain relationships with other groups
 Liaise with local government officials, provide information to them that is of relevance to their roles and ensure that they are kept up-to-date with the progress of the project
 Accompany visitors (TrĂ³caire, DFID, other partner agencies etc) to the programme sites and carry out promotional or media work as directed from time to time, in conjunction with the Programme Assistant (media liaison and information management).
 Oversee and coordinate the Diocese of Lodwar contributions to a quarterly newsletter for the Trocaire Arid and Semi Arid Lands Resilience Programme (ARP)

Human Resources, Finance & Reporting
 Liaising with Human Resources office, line manage personnels including periodical duty allocation, performance management and appraisals
 Prepare reports for TrĂ³caire and their donors, including a quarterly report for DFID.
 Monitor expenditure against the project budget to ensure efficient and effective use of TrĂ³caire and donor funds and resources.
 In conjunction with the DoL finance department ensure accurate partner reports are prepared according to an agreed time schedule.
 Conduct and document regular team meetings for planning and reporting purposes
 Quality assure the work of the ARP Loima project team
Additional details of exceptional aspects of the job
 Keep abreast of developments in the development sector as a whole and within livelihoods/ humanitarian/ DRR sector in particular in Turkana County and other ASAL regions.
 Undertake other agreed tasks related to DOL/TrĂ³caire regional humanitarian programming as needed such as assistance with preparation of proposals, reports, project summaries, monitoring visits etc.
 Oversee the operating and maintaining DoL vehicles used in this project with a focus on safety and courtesy

Qualifications, Attributes and Other Requirements Specific to the Role
 Masters Degree in Development Studies/Social Sciences or its equivalent
 Two years working experience in Management level
 Skilled in MS Office including Word, Excel and PowerPoint
 Ability to manage heavy workloads, to multi-task and to meet deadlines
 Ability to work both independently and in a team.
 Fluent written and spoken English, Kiswahili and Ng’aturkana
 Excellent interpersonal and communication skills, both written and oral
 Dynamic and willing to take initiative
