Program description
: This program is a collaboration between Kenya Medical Research Institute and the US Centers for Disease Control and Prevention whose remit is to conduct research in malaria, HIV and other diseases. The Program has several vacancies in the Base- Finance Section in Kisumu.
POSITION: Senior Accountant (Head of Finance) - MR 11 (JOB GROUP P)

Essential Qualifications
Must be
 In possession of a Bachelor¡¦s degree in Finance or related field,
In possession of CPA (K) final certification and be computer literate.
A member of a professional body/institute.

Experience: At least 3 years relevant experience in a senior professional accounting service, two of these years being at post qualification experience a Senior Supervisory level.

Desirable Qualities:
fluency in English and Kiswahili (written and oral)
 Ability to supervise and lead the finance team
 Ability to effectively communicate with staff and clients verbally and in writing.

Position Summary:
Incumbent Serves as the Head of Finance Section for KEMRI/CDC Program and is principal advisor to the Country Officer and the Chief Operating Officer on various issues including Operations for resource planning, program coordination, management functions, logistical support and intersection. The position works in liaison with KEMRI Finance Department and provides oversight to the Accounts in charge Nairobi office.

Specific Tasks and Responsibilities:
1. Provides financial oversight by continuously examining and reviewing program funds, resources requirements, equipment and facilities.
2. Work closely with the KEMRI/CDC Administrator based at Nairobi CDC Office, Embassy Administration Support Section and maintains close contact with Senior Accountants at KEMRI (HQ).
3. Assist both the Country Officer and the Chief Operating Officer to perform oversight responsibility on Project budgets by continuously monitoring Project budgets and advising Projects on the status of the project budget funds.
4. Works with project heads to forecast expenditures and monitors expenditures for accuracy and fund availability status.
5. Prepares monthly spreadsheet expenditure, budget forecast proposals, and reports on the status of funds.
6. Monitors overall Program and specific Project expenditures throughout the life of the projects by analyzing expenditure data and preparing periodic reports and keep a close watch on the balance sheet.
7. Ensures recipients of Co-operative Agreement funds and Project Contractors adhere to sound fiscal policies and principles and that their actions are in conformity with Federal funding requirements.
8. Review all financial audits of the Cooperative Agreement fund and contractors
9. Carry out any other duties as delegated by the Chief Operating Officer

Terms of Employment
one year contract renewable as per KEMRI scheme of service and a Probation period for the first 3 months. Remuneration: Compensation is negotiable within a relevant grade, based on education levels, relevant experience and demonstrated competency. The salary scheme is based on the KEMRI scales plus supplemental amounts.
