Health Financing Senior Officer

Our client, an international NGO in quality reproductive health care and family planning wishes to recruit a Health Financing Senior Officer to offer  leadership on innovative health care financing approaches by providing technical expertise to inform the organization in all areas of health economics and health care finance.
 
DUTIES AND RESPONSIBILITIES
  • Submit monthly reports on the status of the organizational health financing portfolio to the country management team.
  • Work directly with field staff, development partners and government officials in various counties to analyze and articulate strategies to improve resource allocation, purchasing and pooling mechanisms for insurance, as well as for other relevant health care financing areas.
  • Support and coordinate trainings of facility in-charges on social insurance health schemes including leveraging on existing county level technical support.
  • Produce and publish relevant documents and other publications and present at local and international conferences.
  • Provide training and technical assistance to program staff in all areas of health care finance and health economics encompassing the design, implementation and evaluation of health insurance schemes and performance-based finance schemes, as well as cost-effectiveness and comparative effectiveness across programs.
  • Direct and manage the health care financing components  of ongoing projects
SKILLS & ABILITIES:
  • Degree in Health Finance, Health or Social Sciences or related area from a recognized university.
  • Management Business Administration will be an added advantage
  • More than 3 years’ experience providing technical assistance in the design, implementation, and/or evaluation of health finance and economics programs.
  • Knowledge of the national health insurance operations will be an added advantage.
  • Strong analytical skills and technical proficiency with MS Excel and PowerPoint, as well as with statistical software (including SPSS, SAS, Stata or R)
  • Experience and skills in financial and economic modeling and analysis of health programs.
  • Experience with government allocation, budgeting and financial management systems.
  • Ability to travel for 50% of the time.
