Responsibilities:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Division of Environmental
Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI, Environmental Education and Training Unit (EETU) in Nairobi.

UNEP’s updated Medium Term Strategy (MTS) provides the vision and direction for all UNEP activities for the period 2014-2017. The MTS identifies seven thematic priority areas that UNEP will focus its efforts in delivering on its mandate through exercising environmental leadership. These are Climate Change, Disasters and Conflicts, Ecosystem Management, Environmental Governance, Hazardous Substances Resource Efficiency, and Environment under Review. The MTS seeks to promote “the coherent implementation of the environmental dimension and sustainable development within the UN System”. Para 60 of UNEP’s MTS specifically highlights that “Generation of environmental education resources, networks and partnerships will support the implementation of the six cross-cutting thematic priorities and the UN Decade of Education for Sustainable Development 2005-2014”

In support of UNEP’s MTS, Environmental Education and Training Unit (EETU) looks to develop educational and capacity building programmes across the six thematic areas which enable people to participate as active and informed citizens in the development of an ecologically sustainable and socially just society. In response to the UN Decade of Education for Sustainable Development, 2005-14, UNEP has developed strategic approach to environmental education and training to achieve greater impact and strengthened delivery of EET programmes. The key element of this strategy is a focus on the higher education, and the establishment of a Global Universities Partnership on Environment and Sustainability (GUPES). The GUPES partnership focuses around three key pillars, namely education, training and networking.

The implementation of EETU’s strategic approach requires additional substantive and technical support, which can be provided by a Junior Programme Officer.


RESPONSIBILITIES:

Under the general supervision of the Director/Deputy Director, DEPI and the day to day supervision of the Chief, Environmental Education and Training Unit, the incumbent will perform the following duties:

1. Technical Support (40%)

a) Provide substantive and technical support in designing, developing and implementing environmental education and training programmes to support the work of UNEP's substantive Divisions to fulfill UNEP's capacity building function on the MTS thematic areas at the global, regional and national levels;
b) Under the education pillar, provide substantive inputs in the development of curriculum guidelines, sourcebooks and toolkit to support the implementation of the UNEP’s Medium Term Strategy (MTS) priorities;
c) Under the training pillar, provide support to joint training programmes, both internally within UNEP as well as externally through strategic partnerships, such as the UNEP-Tongji Institute of Environment for Sustainable Development (IESD), the Centre of Postgraduate Studies on Environmental Management (CIPSEM), etc.;
d) Under the networking pillar, focus on regional delivery through the Mainstreaming Environment and Sustainability in African Universities (MESA), with particular focus on Francophone Africa, as well as the Asia Pacific Regional University Consortium on Environment for Sustainable Development (AP-RUC) and the Environmental Training Network for Latin America and the Caribbean (ETN-LAC), the UN Interagency Committee in Education for Sustainable Development (ESD), amongst others;
e) Development of e-learning materials on sustainability, including Massive Open Online Courses (MOOCs), in partnership with relevant Universities and strategic partners;
f) Collect and update information on environmental education and training opportunities worldwide and compile these into print and electronic packages for individuals, institutions and governments of developing countries and countries with economies in transition;
g) Provide information and advisory services and respond to queries on EET from individuals, groups, organizations, UN agencies, and Governments, while overseeing the maintenance of the GUPES forum.

2. Research Backup (30%)

a) Conduct research on EET developments, best practices, programme products and identify gaps in these areas towards compliance to UNEP’s MTS goals, as well as for the implementation of the UN Global Action Programme on Education for Sustainable Development and the Rio+20 Outcome Document, while keeping abreast of developments in environmental education and training within UNEP divisions, regional offices, partner organizations and other stakeholders; review global trends and new developments relating to Education for Sustainable Development around the MTS thematic areas including environmental education, learning for a sustainable future, etc.;
b) Organize feedback from various sections of UNEP on Environmental Education (EE) to support the process of inter-Divisional collaboration on Environmental Education and Training (EET);
c) Ensure greater visibility as well as follow-up, by regularly reviewing and updating the EET website as well as development of innovative EET programmes around the MTS thematic priorities targeting developing countries;
d) Develop and/or review training modules, methodology, tools and learning support materials on environmental management with a specific focus on the MTS thematic priorities;

3. Programme Implementation (20%)

a) Develop project proposals in line with the UNEP EET strategy and work programme for further refinement and resource mobilization;
b) Liaise with partner institutions in implementing specific environmental education and training events, such as the World Environmental Education Conference (WEEC). Eye on Earth Summit, etc;
c) Actively participate in training events, EE meetings, and missions;
d) Provide support to inter-agency consultations, joint training programmes both internally within UNEP and externally with partners;
e) Maintain roster of GUPES experts globally and of regional networks of environmental education and training at regional and national levels.
f) Ensure timely reporting on EET activities by assisting in the coordination of inputs, preparation, coordination and revision of the components of relevant reports and ensuring verification of consistency, accuracy, and currency;

4. Routine Management (10%)

a) Assist the Chief of the Unit in the day to day implementation of the Unit work programme;
b) Any other tasks as requested by the Director and Deputy Director of DEPI.

QUALIFICATIONS
Education:
Advanced university degree in the social or environmental sciences. A first level university degree with a combination of two additional years of professional work experience may be accepted in lieu of the advanced university de
Work Experience:
At least 2 years post-graduation experience, preferably in Environment and Education or sustainability related position at the national and/or international level.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is an added advantage.
Other Desirable Skills:
Computer and good interpersonal skills are required.
