TERMS OF REFERENCE: Redesigning of Somalia NGO Consortium Website

The Somalia NGO Consortium (SNC) requires the services of a competent web designer (individual or firm) to streamline and redesign its website while ensuring it remains user friendly. The website needs to embody SNC’s wide and forward looking mandate as well as an enhanced Content Management System (CMS) that can effectively manage large amounts of data and an array of file types including embedded video, audio, photo albums, HTML, PDF, and similar.

Background

The Somalia NGO Consortium is a voluntary mechanism that brings together local and international NGOs working in Somalia. Given the highly complex and insecure environment and the large numbers of agencies working in Somalia, a coordinated NGO voice is critical to conduct development, humanitarian and peace-building work in Somalia. The Somalia NGO Consortium promotes information sharing, cooperation and joint advocacy initiatives amongst local and international NGOs working in all regions in Somalia and highlight key NGO concerns in key coordination fora.

Scope of the Assignment

Under the guidance of the SNC Project Coordinator and secretariat, the service provider will be expected to undertake the following tasks:

• Redesign layout and structure for the web site
• Enhance the Content Management System (CMS)
• Integrate an effective search function;
• Investigate and propose options to set up a constituent relationship management (CRM) system;
• Develop a user-guide for the website and the CMS, complete with the most common troubleshooting guidelines;
• Guide SNC through the web hosting needs and security setups/controls to consider with the hosting of the new website;
• Train a minimum of three SNC staff on how to manage the new website CMS and CRM;
• Merge / synchronize the three different sections currently on the website, that is the 3W Matrix (who, what, where), the Skills Development hub and the general website to form one cohesive website with a single log in section.
• Establish linkages with https://data.hdx.rwlabs.org/in consultation with the Data Lab Nairobi, Humanitarian Data Exchange (HDX)
• Following an internal appraisal process, install the website on the server, and transfer all archived content from SNC’s current website (images, text, embedded video, PDFs, HTML, photo albums, etc.)
• Ensure the site is accessible for users with slow internet connections.

The website should have the following features:

Site design:

• An attractive easy to follow and use layout that embodies SNC’s coordination character
• Interactive and user-friendly
• Mobile friendly and responsive design;
• A design that allows regular improvements on look and features.

CMS

• The CMS should be dynamic and allow information to be easily updated by administrative staff and membership without specialized web development skills;
• Ability to incorporate all SNC social media platforms (Facebook, Twitter, YouTube, etc.) with live update options;
• Ability to work well with search engines;
• Incorporate Google analytics

CRM (should include, but not be limited to)

• An e-newsletter function with email and text blasting options;
• Ability to design and accept online applications for trainings
• Ability to host subscription options;
• Ability to host, manage and store annual membership subscriptions
• Allow members to list when and where they will be in Somalia
• Ability to set goals for fundraising, donors, tweets, petition signatures, signups, volunteers, followers, endorsements, event RSVPs, survey responses, suggestions and more.

3. Tentative site architecture

Note that these sections and subheadings are only indicative, and we will expect the selected service provider to guide SNC through a discussion of its needs in order to build the site’s architecture.

5. Minimum Qualification and Capabilities Required

• Adequate knowledge and at least five years of progressive experience with web design proven through portfolio of designed products;
• Experience with CMS – open-source, proprietary and custom solutions;
• Experience developing interactive websites that allow for user-engagement;
• Experience with constituent relationship management (CRM) systems who can share relevant examples of establishing CRMs for multi-national nonprofit organizations;
• Experience developing websites for large non-profit organizations.
