****Job Purpose:****
This role is responsible for the DFID funded, 4 year resilience programme - Building Resilient Communities in Somalia (BRCiS) as well as some components of the Mogadishu Integrated Development Programme (MODEL).
The BRCiS programme is being implemented as part of larger consortium led by NRC. This role has responsibility for representation of Concern in the Technical Working Group of the consortium and for the overall management of Concern’s component of the programme.
In addition, this role will oversee the implementation of the FIM and WASH components of the Mogadishu Integrated Programme, as well as ensuring links with, and where necessary, contributing to, the Somalia/Somaliland Programme’s work on resilience.
****Main Duties & Responsibilities:****
****Programme management****
  • Assume overall responsibility and manage Concern’s implementation of DFID funded BRCiS Programme ensuring the programme is implemented in line with the programme documents.
  • Assume responsibility for and manage the FIM and WASH component of the Irish Aid funded MODEL programme, ensuring these activities are in line with programme documents.
  • Responsible for financial management of the programmes in accordance with the programme budgets; monthly reviews of the management accounts; liaison with the Grants and Information Manager and Finance team to highlight any deviations and seek approval from the Consortium lead (for BRCiS).
  • Work with coordinators and finance team to prepare quarterly projections and monitor programme expenditure against budget and projections
  • Ensure narrative reports and requests for information are produced to high quality and on time.
  • Monitor and ensure the quality of programme interventions, providing technical guidance at planning stage for both field staff and partners.
  • Manage the contracting of consultants and in-house technical support as needed, in consultation with the ACD-P.
  • Support the development of proposals and concept notes in line with strategic plans and fundraising strategy (once developed); provide technical input in the development of logical frameworks or results frameworks.
  • Ensure procurement planning is undertaken; liaise with logistics teams, programme staff and, in some cases, consortium counterparts to ensure materials are delivered on time; support Grants and Information Manager in monitoring compliance to specific donor regulations.
  • Represent Concern and contribute to the BRCiS Technical Working Group, and ensure CD/ ACD are briefed on programme progress as well as any issues that need to be raised at Steering Committee level.
  • Liaise with Concern technical advisors and other actors to ensure programme quality meets acceptable standards.
Management of partner relations
  • In consultation with the Partner Capacity Building Advisor and ACD-P, provide or source capacity support for partner organisations as required; ensure capacity assessments remain updated and significant changes in partner capacity are responded to appropriately.
  • Work with the Programme Coordinators to ensure accurate partner agreements and contracts are in place, monitored and reported on.
  • Work closely with the Field Coordinators and Partner Support Accountant to monitor progress of partner implemented activities; review partner reports (financial and narrative).
Human resources
  • Ensure recruitment of staff as needed and support their training, mentoring and supervision
  • Line manage the Programme Coordinators; conduct performance development reviews; maintain up to date job descriptions; support recruitment as required; ensure clear lines of communication are maintained.
  • Build capacity of staff through training and mentoring, and ensure they are up to date on current thinking around resilience.
  • Work with Programme Coordinator(s) to ensure programme staff members strictly adhere to security measures/procedures as stated in the Security Management Plan.
  • Ensure staff comply to the Programme Participants Protection Policy (P4) and Code of Conduct (CoC)
External relationships and fundraising
  • Work with Grants and Information Manager to provide information and case studies to NRC, DFID and Concern’s offices in Dublin, London and US as required.
  • Ensure effective relations are maintained with the donors and other BRCiS consortium members, lead agency in particular.
  • When necessary, meet with donors, relevant authorities in Mogadishu and provide the Grants and Information Manager with relevant information as required.
  • Work with Grants Manager and ACD-P to identify gaps in funding for the assigned programmes and contribute to proposal development and resource mobilization efforts to address funding gaps
  • Represent Concern at relevant clusters and other coordination/technical fora and provide feedback as relevant.
M&E and Accountability
  • Lead the team to develop and maintain annual/ quarterly work plans.
  • Ensure programme staff regularly gather and document activity and output data (in collaboration with M&E unit).
  • Provide technical support to the M&E unit in designing and conducting surveys; ensure data are analysed and used to influence and adjust work plans and decisions; support or lead research initiatives wherever possible.
  • Remain updated on the context in South-Central Somalia, programme areas in particular, and ensure that the programme remains relevant and responsive to the context
  • Participate in the MEAL working group of the Consortium as needed.
Senior management of wider programme
  • Contribute to senior management team meetings and decision making.
  • Contribute to the roll out of the Country Strategic Plan.
  • Contribute to monthly and annual reports.
  • Together with other senior managers, build the knowledge of programme staff in humanitarian principles and other initiatives intended to improve quality and accountability of humanitarian interventions (HAP, Sphere, DRR, CCA, etc.)
  • Ensure cross-cutting themes are mainstreamed appropriately across the programme and incorporated into programme plans and activities.
  • Ensure BRCiS and MODEL programmes integrate with other Concern’s programmes where possible.
  • Any other relevant duties as may reasonably be requested by the Assistant Country Director and the Country Director.
****PERSON SPECIFICATION****
****ESSENTIAL****
****Education, Qualifications & Experience Required****:
  • MSc or degree in food security, natural resource management, public health, public health nutrition or related field.
  • At least 5 years’ experience in humanitarian aid in complex and/ or insecure environments, preferably in East/Horn of Africa.
  • Excellent report and proposal writing skills (in English). Experience in analysing and interpreting data and writing reports to a high technical standard.
  • Excellent communication skills – negotiation, networking, facilitating workshops at different levels, etc.
  • Knowledge & experience of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) theory and programming
  • Knowledge of recent thinking around Resilience and Resilience programming
  • Experience of budget development and financial management for multiple donors/grants.
  • Experience working with local partner organisations

  • Management qualification.
  • Knowledge of Somalia/ Somaliland
  • M&E knowledge and experience, specifically designing and conducting surveys and analysing data, including with the use of digital data gathering technology.
  • Knowledge of and commitment to sustainable agriculture and/or sustainable development theory and practice.

  • Ability to work both as part of a team and on own initiative, be a self-starter, and work with minimal supervision. Ability to get on with people and get the best out of them.
