ILRI seeks to recruit a Human Resources Officer, Learning and Development to contribute significantly to the implementation of key talent development solutions in ILRI to match growing programmatic needs in line with the new ILRI strategy.

Responsibilities
This is a Nationally Recruited Staff (NRS) position based at ILRI’s Nairobi campus. The position is on a 2 year contract with the possibility of renewal, contingent upon individual performance and continued funding.
Job level and salary
This position is in job Grade 2D/ 3A depending on the candidate’s qualifications. This is exclusive of other benefits provided by ILRI.

Responsibilities
- Induction
- Manage induction programmes for new International staff in Nairobi and regional offices, including, facilitating group induction sessions, designing and updating induction materials/ manuals as appropriate, streamlining induction processes, conducting induction evaluations and preparing reports as appropriate
- Continuously update & benchmark the ILRI induction guidelines to ensure its keeping with the best practices
- Act as the focal point for all induction related issues for internationally recruited staff
- Learning & Development
- Analyse and discuss appropriate learning interventions with staff and supervisors based on the collated Performance Development Plans and prepare an appropriate training plan as required
- Identify and select external training and accreditation bodies, agencies and providers as necessary to deliver required training to appropriate standards
- Liaise with training providers in the design of training courses and programmes necessary to meet training needs, or support this activity via other internal and/or external provider(s)
- Contribute to the planning of the Learning & Development budget and monitor expenditures and recharges as appropriate
- Prepare L&D newsletters and maintain awareness of staff on L&D events, programmes, processes and procedures
- Implement the ILRI staff development fund through the systems established for it
- Prepare quarterly Learning and Development evaluation and management reports based on agreed L&D metrics
- Implement ILRI management development programme initiatives including effectively tracking the coaching programmes, preparing feedback evaluation reports, tracking agreed action plans, and implementing the monitoring and evaluation metrics set out for these initiatives
- Implement the eLearning platform including assigning courses, tracking the usage and preparing reports, manage the ELearning helpdesk as appropriate
- Collate and analyse staff career development plans including organising appropriate career development sessions and support for staff
- Design & communicate the ILRI Learning and Development directory as per the needs
- Facilitate staff training sessions as required
- Performance Management
- Effectively implement the performance management system through conducting regular audits of submissions, training of new and existing staff, sending out email notifications to staff and supervisors, preparing reports etc
- Implement the online Performance management system including managing and updating staff information, assigning new users to the system, tracking the submission rate, preparing reports etc
- Follow up with supervisors on probation Key Result Areas and reviews to facilitate issuance of confirmation letters
- Conduct quality checks on Key Result Areas and appraisals submitted and liaise with supervisors as appropriate
- Provide support in the implementation of on-going HR projects as needed
- Deputize for the Learning & Development Specialist where appropriate.
- Bachelor’s Degree in Human Resources, Organisational Development or Business management
- At least 5 years’ HR Generalist experience in a busy HR office
- Relevant postgraduate qualification in Learning & Development is desired
- Experience in implementing Learning Management systems and/or HR information systems is required
- Knowledge of adult training facilitation techniques and methodology is desired
- Previous experience in preparing HR reports and supporting implementation of multiple projects is desired.
- Ability to coordinate in-house and external training programmes
