DUTIES AND RESPONSIBILITIES

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org).  The position is located in the Budget Section, Budget and Financial Management Service (BFMS), United Nations Office at Nairobi (UNON). 

 

Under the overall supervision of the Chief, Budget Section and the direct supervision of Deputy Chief, Budget Section,  the Associate Budget Officer will be expected to carry out the following responsibilities:

·         Review, coordinate, formulate, analyze and finalize cost estimates and budget proposals, in terms of staff and non-staff requirements; 
·         Review, analyze and finalize budget / financial implications in light of resolutions or decisions of the General Assembly in accordance with recommendations and / or requirements of the Advisory Committee of Administrative and Budgetary Questions, the Office of Programme Planning, Budget and Accounts, and the UNON Director-General;
·         Assist managers in the elaboration of resource requirements for budget submissions;
·        Provide support to relevant intergovernmental and expert bodies in their budget review; assist in securing approval from the General Assembly.
·         Prepare allotments, including redeployment of funds, ensuring appropriate expenditures.
·         Monitor budget implementation and recommend reallocation or redeployment of funds and ensure funds are available to meet operational requirements.
·         Monitor expenditures to ensure that they remain within authorized levels including analysis of funds' utilization and provision of advice to all concerned.
·         Administer and monitor extra-budgetary resources ensuring compliance with regulations and rules and established policies and procedures and UN General Assembly determined priorities.
·         Assist in the preparation of budget performance submissions.
·         Review and assist in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures; provision of periodic reports to the UN Headquarters and to UNON Management.

·         Assist in providing substantive support to intergovernmental and expert bodies.
·         Participate in special assignments or technical surveys relating to cost-sharing and charge-back arrangements, including preparation of reports and policy papers on matters relating to resource requirements, programming and budgetary issues.
·         Performs other related duties, as assigned.

QUALIFICATIONS

Education
A first level university degree in business administration, accounting/finance or related field and internationally recognized accounting qualifications.

Experience:
At least five years of progressively responsible professional experience in finance/accounting, administration, budget, business administration or related area.  Experience in UN Budgetary functions will be an added advantage.

Language:
English and French are the two working languages of the United Nations Secretariat.  For the post advertised, fluency in oral and written English is required.  Knowledge of a second official UN Language is an advantage.
