ORGANIZATIONAL SETTING AND REPORTING

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General.  UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Building Management and Transportation Unit (BMTU), Facilities Management and Transportation Section (FMTS), Support Services Service(SSS), Division of Administrative Services, UNON). 

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Building Management and Transportation Unit, the incumbent will perform the following duties:

1.        Oversight of the implementation of electrical maintenance and engineering projects:
a)    Full involvement in all electrical aspects of projects to ensure that all relevant documentation and training are obtained for UNON and maintenance support staff prior to the end of the projects, and to ensure that maintenance procedures are in place from an electrical perspective;
b)    Professional maintenance and support of all electrical infrastructure related to Security systems, IT data centers, Conference Centre and Offices;
c)    Contract management of third party electrical maintenance contractor;
d)    Focus on environmental initiatives to improve and reduce energy consumption across the complex,  including extended use of technologies such as solar, lighting sensors or environmental cooling systems to support IT and conference facility infrastructure;
e)    Monitoring of energy usage across the complex, including office facilities, data centres and all other critical infrastructure;
f)     Early warning devices for the electrical infrastructure.  Real time alerting of all maintenance staff and management in Facilities and IT.  Reporting of incidents, electrical usage, trends, and actions taken;
g)    Blanket Purchase Order in place at all times for all materials required for electrical, civil, plumbing, and catering equipment.
2.         Staff management:
            a)   Supervises staff, which includes work allocation, training and problem resolution;
            b)   Evaluates performance and makes recommendations for HR actions;
            c)   Motivates employees to achieve peak productivity and performance;
           d)  Oversees daily control of contractors working on projects.  Supervises sites to ensure progress claims    can be validated, and to monitor and highlight any deviation to plan.  Controls scope changes and raises these to the attention of FMTS management for approval prior to implementation.
3.        Financial Management Control:
a)  Ensures strict control of industry procedures and protocol for all electrical and infrastructure related projects in accordance with electrical standards and codes of practice of Kenya;
b)  Carries out cost control and budget monitoring ensuring that each project is completed within budget;
c)  Ensures that any decisions requiring FMTS management input is addressed swiftly to avoid any project delays and subsequent budgetary impact;
4.        Strategy and Management Activity:
            a)  Designs a detailed electrical infrastructure strategy document and implements proposals focused on power and electrical infrastructure upgrades;

QUALIFICATIONS

Education

Advanced university degree (Master’s degree or equivalent) in Electrical Engineering or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.





Experience:

Two years of experience in the electrical engineering and/or construction industry, preferably with specific experience of the Kenyan architecture and construction market and with specific experience of electrical codes and practices.  Project management experience with examples of direct responsibility for electrical engineering projects within the construction industry.  Preference will be given to candidates with documented project management qualifications.  Commercial experience gained through dealing with contracts or suppliers would be an advantage.

Language:

English and French are the working languages of the United Nations Secretariat.  For the post advertised, fluency in oral and written English required.  Knowledge of a second UN official language would be  an asset.

Other skills:

Local knowledge of Kenyan construction industry and Kenyan electrical standards and codes of practice required.
