IOM is planning for the implementation of an Election Observation Mission and is currently pooling the CVs of interested candidates  for the following positions. However, please note that the final decision has not yet been taken.

All positions are short-term assignments (3-4 months starting 19 December 2012)  based in Nairobi and offer successful applicants the opportunity to gain valuable experience of working for an International Organization.

All candidates, should be non-partisan, must have the willingness and flexibility to work in an environment with an intensive workload, have an excellent command of the English language, have good analytical and drafting skills and be familiar with MS Windows, Excel and Outlook. Candidates must be willing to work flexible hours and be able to perform under tight deadlines. Female candidates are encouraged to

1.  Vacancy Notice: IOMKE/069/12
     Project  Assistant (Ungraded)
Under the overall supervision of the Project Manager, the Project Assistant will assist in ensuring the effective and efficient functioning of the office and work in close collaboration with internal partners/agencies to ensure efficient flow of information and actions on instructions. Essential functions include arrangement of appointments and meetings, contacting and liaising with high ranking representatives and officials, acting
as interpreter and/or taking minutes as and when required, follow up of deadlines and commitments made, preparation of informal translations and any other duties assigned by the Project Manager. Desirable qualifications include a Degree in Administration or relevant field or appropriate higher education qualification and at least 4 years of experience (preferably in International NGOs or International Organizations).  Good
English communications skills are essential. Fluency in any other local language would be an asset.


2.  Vacancy Notice: IOMKE/070/12
     Operations/Logistics Expert (Ungraded)
Under the overall supervision of the Project Manager, the Operations/Logistics Expert will liaise for all operational and logistics issues. Essential functions include; Providing ad-hoc operational advice and support to all staff where necessary, preparing Terms of Reference for services and goods, obtaining necessary documentations for local contracting with designated representatives of companies, monitoring project progress against contractual obligations, tracking deliveries, Maintains file with records of all assets, Assist in preparation of reports and budgets. Desirable qualifications include a Degree in Business Administration, Logistics or relevant field or appropriate higher education qualification and at least 4 years of experience (preferably in International NGOs or International Organizations).  Good English communications skills are
essential. Fluency in any other local language would be an asset.
 
3.  Vacancy Notice: IOMKE/071/12
     Procurement Assistant (Ungraded)

Under the overall supervision of the Operations/Logistics Expert, the  Procurement Assistant will be responsible for carrying out procurement and logistics activities in accordance with the mission’s regulations and requirements for this project. Essential functions include: Organizing and tracking the local procurement of goods and services, Coordinating local procurement, Tracking and monitoring local procurement of goods
and services/labour, made by selected contractors,  Posting all Purchase Requisitions Forms (PRFs) accurately and on a timely basis to ensure that all procurement requests are captured, Preparing the Bid Analysis Summary conforming to specific requirements (PRF), conduct appraisals and confirm terms of agreement with selected suppliers; prepare purchase orders and ensure authorization by relevant authorities according to Mission Permanent Instructions, Ensuring an accurate and well-managed Assets Inventory record for the mission, Ensure proper running and maintenance of all Project office equipment, Ensure that all procurement is properly documented; vouchers for payments and other supportive documents are accurately filed. Desirable qualifications include a Degree in Procurement and Logistics or appropriate higher education
qualification and relevant experience of 3 years (preferably in International NGOs or International Organizations).Good English communications skills are essential.  Fluency in any other local language would be an asset.

4.  Vacancy Notice: IOMKE/072/12
     Logistics Assistant – Fleet Management (Ungraded)
Under the overall supervision of the Operations/Logistics Expert, the Logistics Assistant
(Fleet Management) will perform operations and administrative activities relative to the
operational aspects of the project such as transport of personnel and cargo by land and air
(car fleet supervision, flight booking and shuttle  service), logistics and procurements
(supervision of diverse kits and briefing packs assembling) etc. to ensure the efficient
implementation of all instructions. Desirable qualifications include a degree or
appropriate higher education qualification and relevant experience of 3 years (preferably
in International NGOs or International Organizations).Good English communications
skills are essential.  Fluency in any other local language would be an asset.

5.  Vacancy Notice: IOMKE/073/12
     Logistics Assistant – HQ and Event Management (Ungraded)

Under the overall supervision of the Operational/Logistics Expert the Logistics Assistant (HQ and Event Management) will perform routine administrative functions in the area of logistics and procurement services. Essential functions include assisting in preparation of workshop and conference materials (finding venues, resources, photocopying conference material and compiling resources e.g. CD), Conducting and following up the office needs stock in Nairobi and attends to the distribution and replenish whenever needed, Follows- up and ensures timely delivery of  requested supplies and materials,  Ensures that all records of procurement are properly filled and the related Data bases are always updated, Assist in preparing financial documentation like local purchase orders (LPOs), payment requests, purchase requisition form etc pertaining to the office requirements in Nairobi and the field. Desirable qualifications include a Degree in Procurement and Logistics or appropriate higher education qualification and relevant experience of 3 years (preferably in International  NGOs or International Organizations).Good English communications skills are essential.  Fluency in any other local language would be an asset

6.  Vacancy Notice: IOMKE/074/12
     Security and Communications Room Supervisor (Ungraded)

Under the overall supervision of the Security Expert/Officer the  Security and Communications Room Supervisor will assist in analysing the risk, security procedures and evacuations with particular emphasis on the electoral process in Kenya. Essential functions include undertake information gathering,  risk analysis, advising procedures, maintain contacts with the Security authorities and report writing. Desirable qualifications include a relevant degree in Security or any related field and three years of working knowledge with International NGOs. Candidates for the position should have a Military / Police or Security background, have the ability to work long hours and have good security knowledge of the country.  Good communications, analytical and drafting skills are essential.  Fluency in any other local language would be an asset.
 
7.  Vacancy Notice: IOMKE/075/12
     Communication Centre Operators (Ungraded)

Under the direct supervision of the Project Manager, the Communication Centre Operators will assist with the following tasks; Monitor samples of local media using the methodology provided by the Project Manager, and assess tone devoted to political parties and candidates, prepare information on the general media landscape. Desirable qualifications include a Degree in Journalism or equivalent qualifications and at least three years of working knowledge with International NGOs. Good English communications skills are essential, as is the ability to work well in a team. Fluency in any other local language would be an asset.

8.  Vacancy Notice: IOMKE/076/12
     IT and Communication Assistants (Ungraded)

Under the direct supervision of the IT Expert, the  IT and Communications Assistant will be responsible for assisting the IT Expert to: install, configure the LAN equipment and software to full operational capacity; prepare  and implement all the necessary hardware/software configurations for full operation as a top-level LAN including workstations, file servers etc.; provide day to day administration, operation and maintenance of the office network, servers, as well as computers, including hardware and software; perform other functions/tasks when required. Desirable qualifications include an IT degree or appropriate higher education qualification and relevant experience of at least 3 years (preferably in International NGOs or  International Organizations). Good English communications skills are essential. Fluency in any other local language would
be an asset.

 9.  Vacancy Notice: IOMKE/077/12
     Finance Assistant (Ungraded)

Under the direct supervision of Finance Officer, the Finance Assistant will perform the following tasks: Facilitate the administration arrangements for the mission in close collaboration with the Finance Officer; Ensure that briefing from IOM covers all areas relevant to the observers including the administration; Attend to all administration needs of the mission members; Assist with the planning and organization of the deployment of the international staff; ensure all necessary administration arrangements with local staff.
She/he will participate in staff briefings, debriefings and team meetings as required and perform any other duties that may be required.  Degree in Business Administration or related field is required. The candidate must have at least 3 years professional experience performing similar functions in an International Organization or NGO. The candidate must be willing to work flexible working hours and under tight deadlines. Good English communications skills are essential.  Fluency in any other local language would be an
asset.
