Background:
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  This position is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The position reports to the Chief of the Evaluation Office (EO). This post is located in UNEP/EO at the Nairobi duty station.

Under the overall guidance and supervision of the Chief, Evaluation Office, the Associate Evaluation Officer will work in the areas of programme/project evaluations. More specifically the Associate Evaluation Officer will:

  1. Initiate, oversee and supervise the implementation of Terminal and Mid-term Evaluations for full and medium size UNEP and UNEP/GEF projects;

  1. Ensure that mid-term and terminal evaluations of UNEP and UNEP/GEF projects are properly conducted, including finalization of Terms of Reference in consultation with the relevant programme officers and task managers;

  1. Review and provide comments on draft UNEP and UNEP/GEF project evaluation reports; prepare a formal evaluation review report and quality assessment as an “evaluation commentary” for each evaluation at draft and final stages;

  1. Ensure that evaluation recommendations are communicated to the relevant officers for implementation, with suggestions for preparing an Implementation Plan and follow-up action for future programming;

  1. Participate in planning and conducting UNEP Sub-Programme Evaluations, specifically the Climate Change and Ecosystems Management Sub-Programme evaluations;

  1. Ensure regular maintenance of Evaluation Office web site

  1. Perform other related duties as may be required.

Competencies:
Professionalism: Strong conceptual and analytical skills and the ability to understand technical documents and write evaluation reports.  Demonstrated in-depth knowledge of all aspects of programme/project evaluation.

Communication: Highly developed communication skills (spoken, written, public speaking and presentational), including the ability to present sensitive issues/positions and prepare reports on short notice.   Demonstrates openness in sharing information and keeping people informed.

Teamwork:  Ability to work collaboratively to achieve organizational goals; ability to maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Planning & Organizing:  Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Qualifications:

Education:
Advanced university degree (Master's or equivalent) in environmental science, economic, social, managerial, political sciences, or planning.

Experience:
Two years of working experience in environmental research, project planning, development and evaluation, some of which should be at the international level.
