Expression of Interest for Consultancy Services



1.0       Organizational Background
The Health NGOs Network (HENNET) was founded in 2005 to fill a long standing gap within the health sector in terms of coordination, and networking among health related Civil Society Organizations (CSOs). HENNET was founded as a result of a felt need to set up a forum for CSOs dealing with health issues for purposes of collaboration, sharing of experiences and advocacy.  HENNET brings together different health oriented CSOs, with diverse interests, but all having a common vision of a “Healthy Kenyan Society”.

HENNET is governed by a board with an executive committee as defined by the network’s constitution. The board monitors and evaluates functions of HENNET based on its objectives as spelt out in the strategic plan. While the organizational and managerial support needed for implementing the network’s strategic plan rests with the HENNET Secretariat, the operational base of the network is supported by its affiliate member Non-Governmental (NGOs) and faith-based organizations (FBOs), who work in various parts of the country focusing on the many health issues that affect the country. HENNET membership currently stands at 80 and continues to grow with time.

1.2 Strategic Objective of HENNET
The key strategic objective of HENNET is to have a Coordinated and responsive health sector with sound policies and resource base.

1.3 Strategic Activities
HENNET strategic areas are as follows:

1.3.1    Strategic Focus 1: Health Sector Advocacy

Being a membership organization, HENNET continues to influence the operating environment through policy level advocacy. An advocacy strategy plan informs the roadmap for this strategic result area. Advocacy takes the form of negotiations rather than activism. It is aimed at increasing engagement space between CSOs, government and private sector players. This engagement is at the various levels of public administration – National, Regional and District. Specific advocacy issues centre on increasing access to health care, enhancing public resource allocation to priority health needs and accountability. To perform this function, HENNET is informed by research and a self critical analysis. Where comparative advantage allows, HENNET enters into joint initiatives with other stakeholders to realize the desired result.


 1.3.2   Strategic Focus 2: Information sharing, networking and coordination

Under this area, HENNET devotes resources towards gathering, packaging and disseminating high quality and evidence based information relevant to the members. Coordination meetings are held at different levels so as to keep the membership engaged and informed. District level coordination is revamped through a defined plan.

1.3.3    Strategic Focus 3: Internal organizational strengthening of the various management structures

HENNET secretariat will invest in attracting, developing and retaining competent personnel. Institutional management organs such as the board are targeted for skill replenishment while the institutional systems are strengthened by formulating and reinforcing policies and other internal systems.

1.3.4    Strategic Focus 4: Capacity building of members in strategic areas

This area focuses on improving the quality of services provided by Health NGOs. HENNET promotes cross-member trainings where those with specialized capacity support those without. HENNET explores strategic alliances/partnerships with technical institutions with a view to reducing the costs of capacity building within the network. Some of the overarching capacity gaps identified and on which capacity building is on progress include advocacy skills, networking skills, gender mainstreaming in health programming and national health indicator reporting protocols among others. From time to time, the operational plans define these and other needs, and develop a capacity building plan.
2.0 Consultancy requirements
HENNET is developing database/registers of Consultants to assist with various assignments connected to our program work. We are looking for individuals with expertise in one or more of the following areas:

·         Graphic design
·         Baseline assessment
·         Project Evaluation
·         Website development
·         Monitoring and Evaluation

·         Strategy Development
·         Audit internal
