Position Title: Local Expert
Summary of Project
Contractor will conduct evaluations of Secretary’s Office of Global Women’s Issues programs in six countries. The goal of these evaluations will be to a) examine the program’s progress in meeting planned goals and objectives, b) assess the nature of the partnerships and relationships that programs built with local stakeholders and beneficiaries, c) identify any unexpected challenges of unintended consequences that emerged as the programs were scaled up in their respective contexts, a d) provide lessons learned for future S/GWI programming.
The second evaluation will be of the Secretary’s Innovation Awards program, a program that awarded grants up to $500,000 to local organizations.
Summary of Job
The purpose of this evaluation is to determine what activities work well and why, which perhaps did not and why not, and to provide lessons learned for future programming. The information emerging from this evaluation will be used by implementing partners to make improvements to their projects to ensure that they achieve maximum effectiveness possible as implementation continues. Additionally, this evaluation of the implementation of the Innovation awardees projects will provide the office with valuable lessons that can be applied in future project designs for similar interventions.
Roles and ResponsibilitiesProvide support and help conduct evaluations with one expatriate team leader.
Help with local logistics.
Qualifications and Education RequirementStrong background in M&E, economic growth, and preferably gender.
Degree in international development, sociology, economics, or related field.
5+ years experience in international development.
