TOR Conflict Prevention Training
Background
VSF Germany is an international non-governmental organization founded in 1991 at the Faculty of Veterinary Medicine Hannover (Tierärztliche Hochschule). It has its Africa Regional Office in Kenya where it was registered in 1999 and from where it coordinates its program in Kenya, South Sudan, Ethiopia and Tanzania. VSF Germanys’ mission is “to improve the welfare of pastoral and agro-pastoral vulnerable population in developing countries through special focus on animal Health, production and marketing, but also tackle broader issues of food security, livelihood diversification, conflict mitigation and resolution, drought preparedness, advocacy, post conflict recovery and rehabilitation.”
VSF Germany is currently working within a consortium on an ECHO funded project focusing on strengthening resilience and emergency preparedness among pastoralist and fishermen communities in arid lands of Kenya. The Consortium was formed in consultation with ECHO with the aim to establish a network of partners who are prepared and ready to respond quickly and effectively in time of emergencies.
The action targets arid lands of Northern Kenya (Isiolo, Mandera, Turkana, Marsabit, Moyale, Garissa, Wajir, Baringo, Pokot and Samburu), a region that has suffered recurrent drought and extreme climatic conditions with devastating effects on the lives of people, the environment and communities’ livelihoods. These droughts often occur in contexts where conflict, high food prices, and restrictions on traditional livelihood strategies have already impoverished large sections of the population. Therefore a conflict prevention component with the focus on resource based conflicts is included in the project. In order to implement the conflict mitigation activities a training will be organized by VSF Germany to prepare staff of consortium members to execute the planned operations using the Do Not Harm and the Participatory Rural Appraisal (PRA) approach.
Location
The conflict prevention training will take place in Nairobi
Deliverables
Learning needs analysis including a questionnaire
Proposed training work plan and content for training materials
Concrete action plan for trained staff
Documentation of training proceedings final report
Timeframe
The assignment will last a total of eight days. The actual training will take 5 days excluding travel and preparation days.
One day learning needs analysis, one day training preparation, one day report writing
The training is expected to take place in September 2012.
Tasks
Conduct a learning needs analysis prior the training (including the preparation of a questionnaire)
Prepare a detailed work plan for the consultancy which outlines the methodology to be used
Conduct a training for Do No Harm, PRA approach for conflict related projects and methods and tools of conflict analysis including the preparation of content for all training materials
Integrate any feed-back into the final report.
Required qualifications:
Working experience in NGOs
Working experience in the Horn of Africa region
Experience with the implementation of conflict prevention projects in the field
Experience in training Do No Harm, PRA and tools and methods of conflict analysis
Excellent proven training skills
Excellent written and spoken English
Responsibilities:
VSF Germany
Has an overall responsibility on the logistics of the training
Procurement of all training materials, venue and coordination of participants

Interested and qualified professionals (individuals or Institutions) should submit their applications /bids by COB on 31 August, 2012. Applications will be assessed on a continuous basis and once a qualified individual or institution is identified the opportunity will be closed. Applications should include a proposal entailing the following:
a) Work plan & Methodology
b) Costing/financial proposal.
c) Profiles of consultant(s) including previous similar assignments.
d) Recommendations letters.
