WASH UNIT Business Plan


1. Introduction
Caritas has over 15 years of experience in building water infrastructure and promoting hygiene and sanitation in the East Africa region, with projects in Somalia, Somaliland, Ethiopia, Kenya and South Sudan. The aim of the Regional WASH Unit is to contribute to an effective, high-quality and sustainable implementation of water infrastructure, hygiene and sanitation promotion projects in Sub-Saharan Africa and beyond. The specialised WASH Unit is based in Nairobi, but operates within the region covering Kenya, South Sudan, Somaliland and Ethiopia among other countries.

The WASH Unit functions as a regional knowledge, innovation and training hub and provides technical assistance on a wide range of WASH related topics. The Unit, currently consisting of three experts, also plays an active role in regional and country level WASH coordination and assures the information flow to and between the Country Offices and partners in the East Africa region. Furthermore, these experts support the regular monitoring and periodic evaluation of ongoing projects and give advice on further project development and implementation. Through the centralised knowledge management, the good quality of
reporting to donors and other interested stakeholders is assured. The correct management of existing knowledge and the dissemination of lessons learnt and of appropriate education tools and materials is a must.

2. Objective of the consultancy
Provide support to the WASH Unit in developing a business plan for implementation of its mandate in a sustainable and professional manner.

3. Main activities of the consultancy
In order to attain above objective the consultant will supports the WASH Unit in the following areas:
3.1. Develop a business plan outline
3.2. Review the WASH Unit business profile
3.3. Analyse the market and competition profiles
3.4. Analyse the current management and personnel profile
3.5. Review the financial aspects of the unit including Cash Flow Analysis, Profit and Loss projections for Year 1, 2 and 3
3.6. Develop a financial plan including projected profits, losses and cash flow recommended for the WASH Unit (three different scenario’s)

4. Deliverables
It is expected that during the contractual period the consultant will deliver:
A business plan outlining the purpose, goals, objectives, strategies, value chain and clientele,
Financial plans with specific suggestions on rates to charge for various services and how to cover running  costs of the unit according to three scenarios,

5. Methodology
Among the methods that the consultant will use to achieve the said objectives include:
Document review,
Consultative meetings with the WASH Unit and other Caritas staff,
Consultative meetings with other stakeholders and technical/learning centres.
Situation and SWOT analyses will be integral parts of the aforementioned methods.

6. Duration for assignment
The assignment is envisaged to cover a total of 14 working days in September 2012.

7. Required Expertise
The proposed consultant should have the following expertise:
Post-graduate qualification in business/project management or other related discipline;
Proven experience in developing similar business plans and organisational strategies for not-forprofit organisations;
Good understanding of the current standards, methodologies and approaches in the area of WASH; and
Excellent reporting and communication skills, both written and verbal

8. How to apply
Interested applicants are required to submit a proposal outlining how they plan to undertake the assignment (including the methodology, timeframe and budget).
