Description

CARE is seeking an experienced Girls’ Education Monitoring and Knowledge (M&K) Manager to provide dedicated technical support to the DFID-funded project ‘Kobcinta Waxbarashada Gabdhaha’ or Somali Girls Education Promotion Programme (SOMGEP) under CARE Somalia’s Rural Vulnerable Women Program. The project aims at facilitating social change amongst rural communities in order to encourage girls’ enrollment and retention in education, working closely with communities, religious leaders, community education committees and civil society.
The M&K manager is responsible for the coordination of baseline, midterm and final evaluations, establishment and maintenance of the project MIS, regular collection and analysis of project data from CARE, ADRA and nine LNGO partners that demonstrate intended results are being achieved, and the measurement of changes in learning and leverage to sustain the project. S/he will work closely with the Education Ministries of Somaliland and Puntland.  The incumbent will be responsible for implementing and managing an effective and comprehensive Education Management Information System (EMIS) that gathers data at both district and regional levels.  The position will also train and support partners and community education councils (CECs) to collect and verify data and conduct community-led impact evaluations, in coordination with the Program Quality Unit.  To meet rigorous donor requirements and payment-by-results criteria, the M&K manager will need to put in place systems and processes that ensure the accuracy and completeness of data required to measure achievement of results.

Given that this project contributes to wider work ongoing under the Education Sector Development Programme (ESDP 2), the post holder will also liaise with advisors supporting this work in other geographical areas.

Required
  • Degree in education, evaluation, measurement, statistics or related field
  • Database/IT qualification   
  • Minimum of five years’ experience in monitoring and evaluating primary and secondary education programs in unstable contexts
  • Extensive experience with multiple types of evaluations – impact evaluations, process evaluations, formative evaluations etc.
  • Demonstrated experience of providing technical capacity building support to senior peers
  • Extensive experience of MIS and Education Management Information systems (EMIS)
  • Willingness and experience to work independently in politically unstable security situations in security sensitive areas
  • The use of statistical Analysis Applications and Toolpaks (e.g. SPSS, STATA, Minitab, STATISTICA, SAS, R, MS Excel, etc.)
  • Excellent written and verbal English
  • Technical report writing
  • Demonstrable experience of using IT-based Education Management Information Systems
  • Technical IT skills to solve basic system challenges
  • Skills to train colleagues in IT-based systems in effective and sustainable ways
  • Strong analytical and planning skills
  • Training/facilitation skills

Desired
  • Advanced degree in Evaluation, Measurement, Statistics or other related field
  • Minimum of three years’ experience working in Somalia or in the Horn of Africa
  • Knowledge of forward accountability mechanisms
  • Experience of participatory programme approaches in education
