Accountabilities:
Under the direct supervision of the Senior Logistics Assistant (Transport) and the overall supervision of the Logistics Officer (Transport & Operations), the incumbent will carry out the following duties:-
Major Duties and Responsibilities:
Prepare transport allocation plan after receipt of the food release note from Programme units or call forward from the countries in the region.
Create primary transport work orders, i.e. Landside Transport Instructions (LTI) for WFP commodities countrywide.
Assist is evaluating new applicants for WFP Kenya primary transport short-list.
Assist in preparations of Request for Quotations for primary transport and assist in the analysis of the offers.
Monitor performance and maintain performance records for all WFP Kenya primary transport contractors; analyse the data and prepare performance evaluation reports.
Coordinate cross-border clearance of WFP import/export/transit cargo in liaison with the loading point, (e.g. Mombasa), receiving locations, C&F Agents (as/if applicable) and the transport contractors.
Prepare notification to the transporters in case of sub-standard performance and maintain clean records of all communications.
Create and maintain monthly reports for all primary transport operations. Perform the same duties for secondary transport as/if required.
Maintain reliable filing and record keeping system related to all primary transport operations.
Participate (when requested) in ‘Corridor Cargo Prioritization’ teleconferences and/or provide data/follow up information in line with teleconference requirements.
Provide daily updates on progress of uplift from local purchase locations to ensure deliveries are monitored and relevant people informed of the expected consignments.
Travel, when required, to dispatch commodities, from sites within and outside of Nairobi.
Perform other related duties as required.
Qualifications, Experience, Critical Success Factors and Language:
Successful completion of secondary school education, preferably supplemented by technical qualification or university degree in business administration, statistics, economics, logistics, transport, shipping, law or other field relevant to WFP Logistics
At least three years of progressively responsible support experience including at least one year in the field of accounting, transport, insurance, statistics, operations or another related field and distribution management.
Good knowledge and experience in using computer software applications (MS Word, Excel and Access). High sense of initiative and judgment with an ability to perform detailed work, work of a confidential nature and/or to handle a large volume of work possibly under time constraints. Ability to review a variety of complex data, adjust discrepancies and resolve operational problems with substantial independence. Detail oriented with an ability to handle large volume of recurrent confidential work in a systematic manner.
Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Ability to train other staff regarding relevant work responsibilities. Ability to work in a team environment and coordinate assignments to achieve common goals.
Excellent written and spoken English and Kiswahili.
